To ask the Scottish Executive, further to the answer to question S3W-23517 by Alex Neil on 11 May 2009, how many households are expected to have insulation measures installed in 2009-10 that will be partly paid for under the Home Insulation Scheme.
Answer
At this stage, it is not possible to estimate how many households will have insulation measures installed under the Home Insulation Scheme (HIS) that will be partly paid for. When HIS is fully underway and data is being collected for monitoring and evaluation purposes it will be possible to provide more informed estimates.

To ask the Scottish Executive, further to the answer to question S3W-23528 by Alex Neil on 11 May 2009, whether it has a target date by which it aims for all homes in Scotland to be insulated and, if so, to what minimum standard and by what date.
Answer
We welcome the UK Government''s ambition to insulate all cavities and lofts by 2015 (which was reaffirmed in its UK Low Carbon Transition), and indicated that we believe this will not be met in Scotland unless changes are made to the framework for the delivery of the Carbon Emissions Reduction Target (CERT) and the obligation that supersedes it. The Home Insulation Scheme will contribute towards this ambition, but the degree to which it can be achieved will partly depend on decisions made around the future of CERT.

To ask the Scottish Executive, further to the answers to questions S1W-26687 by Hugh Henry on 26 June 2002 and S2W-170 by Margaret Curran on 3 June 2003, how many compulsory purchase orders were instigated and successfully completed by each local authority in 2008, broken down by categories where appropriate.
Answer
The Scottish Government holds information only on those compulsory purchase orders submitted to Scottish ministers as the confirming authority. We do not hold information on those orders instigated by a local authority but not submitted for confirmation or on the outcome of the order following confirmation by ministers.
The table shows compulsory purchase orders submitted by local authorities to the Scottish Ministers and those confirmed by them within 2008. The following table also shows the purposes for which the orders were made.

To ask the Scottish Executive what role incineration has in its waste management policy.
Answer
The Scottish Government is committed to a Zero Waste approach and the Zero Waste Plan is currently out to public consultation. The plan prioritises waste reduction, re-use, recycling and composting over other forms of waste treatment such as incineration. This is why in January 2008 the Scottish Government set a 25% cap on energy-from-waste and that cap is retained in the current plan.
The National Planning Framework 2, which was published in June this year, makes it clear that the 25% cap on energy from municipal waste will apply at the local as well as the national level and will be a material consideration in land-use development decisions.

To ask the Scottish Executive how much funding from the first round of the Wave and Tidal Energy Support Scheme (a) was spent and (b) remains unused and whether it plans to take back any unused funds.
Answer
As of September 2009, we have allocated £2.196 million to WATES projects, and a further £0.75 million on the infrastructure needed to deploy them at the European Marine Energy Centre (EMEC) in Orkney.
This leaves £8.459 million of WATES project money and over £2 million of related infrastructure funding still to be drawn down. Four of the eight WATES projects are complete, with the remainder still on track for completion by March 2011. This means that, as things stand, there will be no unused funds.
