To ask the Scottish Government, further to the answer to question S4W-26156 by Fergus Ewing on 15 July 2015, who the (a) First Minister, (b) Cabinet Secretary for Culture, Europe and External Affairs and (c) Cabinet Secretary for Infrastructure, Investment and Cities met in the United States to discuss the Transatlantic Trade and Investment Partnership; when the meetings took place; who else attended; what the outcomes were, and whether it will publish the (i) agendas and (ii) minutes of the meetings.

Scottish Ministers have raised their concerns about the potential impact of the Transatlantic Trade and Investment Partnership on the NHS and other vital public services and on governments in meetings with the US administration. In order to maintain a relationship of trust and confidence with representatives of the US and other foreign governments, details of these discussions are not released.

To ask the Scottish Government what meetings it has had to discuss a film studio in Straiton; when they took place; who was invited, and who attended.
Answer
The Scottish Government has not held any meetings to discuss a film studio in Straiton. The Film Studio Delivery Group which consists of representatives from Scottish Government, Creative Scotland and Scottish Enterprise tested the market for a film and TV studio for Scotland in 2014, which invited bids from the private sector. One of the proposals tendered was for a development at Straiton. The bid failed to meet the criteria. The developers were informed on 4 February 2015 in a letter from Scottish Enterprise.

To ask the Scottish Government whether it will provide an update on its Low Emission Strategy.
Answer
The Scottish Government consulted on the draft Low Emission Strategy earlier in 2015. My officials are working closely with Transport Scotland, SEPA, local authorities and other partners to build on those proposals and we look to publish the final document later in 2015.

To ask the Scottish Government how much each of its directorates has spent on consultancy fees in each of the last three years.
Answer
The total expenditure incurred by core Scottish Government on external consultancy for each of the last three financial years is as follows:
1 April 2012 to 31 March 2013 £4,392,297.59
1 April 2013 to 31 March 2014 £5,754,700.26
1 April 2014 to 31 March 2015 £4,650,293.41
The financial audit of the Scottish Government for 2014-15 is not yet complete, and the total for 1 April 2014 to 31 March 2015 may be subject to adjustment before being finalised.
Total expenditure incurred by core Scottish Government on external consultancy is among information published under the terms of the Public Services Reform (Scotland) Act 2010.

The Scottish Government's finance system allows expenditure to be analysed by directorate, but only on the basis of the current directorate structure.
