Labour Reduces the Winter Fuel Payment

That the Parliament notes what it considers will be the impact on pensioner poverty of basing the UK Labour administration's Winter Fuel Payment on claiming pension credit, in light of reports that 40% of people who are eligible do not claim pension credit; understands that Independent Age estimates that, in the Midlothian South, Tweeddale and Lauderdale constituency, this will exclude 929 households from accessing Social Security Scotland's Winter Heating Payment; further understands that the UK Labour Party made no mention of this in its recent UK General Election manifesto; considers that, despite claiming to respect devolved nations, the UK Government did not intimate its intention in advance, but instead reduced the funding that would have enabled the Scottish Government to maintain universality, and notes the calls for the UK Government to reinstate universality of Winter Fuel Payment now.
