Booster information was made available in the international travel section of the NHS Scotland Covid Status App on 9 December, and on paper/pdf certificates from 13 December.

To ask the Scottish Government what the remit is of the proposed review of the Scottish Welfare Fund, and what the timescale is for (a) the review to be completed and (b) its findings to be published.
Answer
We have committed, both in the Programme for Government and in our initial response to the Social Renewal Advisory Board’s report, to a full, independent review of the Scottish Welfare Fund. The review will examine many areas of the Fund including accessibility, funding levels, local authority administration and statutory guidance. In order to do this we are commissioning independent research, findings from which will be reported before the end of 2022.

To ask the Scottish Government what discussions it has had with Scottish SPCA in relation to (a) powers to investigate wildlife crime, (b) any offers of assistance by experienced Scottish SPCA inspectors to investigate wildlife crime and (c) the setting-up of a taskforce to review the extension of wildlife powers and enforcement in relation to wildlife crime.
Answer
As stated in the answer to question S6W-04876 on 20 December 2021 we have committed to establishing an independent taskforce to consider investigatory powers of the Scottish SPCA. The taskforce’s remit will cover the Scottish SCPA’s role in investigating wildlife crime and will involve engaging with the Scottish SPCA, alongside other relevant stakeholders, as it conducts its review.
Furthermore, the Scottish Government has regular discussions with stakeholders, including the Scottish SPCA at both official and Ministerial level. We will continue to work closely with stakeholders as work on the taskforce develops.

To ask the Scottish Government when it will next meet (a) COSLA and (b) teaching unions in relation to pay restoration for teachers.
Answer
Teachers’ pay negotiations are a matter for the Scottish Negotiating Committee for Teachers (SNCT), comprising membership from local authority employers, teacher unions and Scottish Government.
The last SNCT pay negotiation meeting was held on 17 November. The next meeting will be arranged at the appropriate time.
The Scottish Government is committed to supporting a fair pay offer for teachers and remains committed to working with our partners in the SNCT to bring these discussions to a successful conclusion.

To ask the Scottish Government whether NHS boards hold data on whether people are housebound, and what measures are being taken to ensure that such people receive their COVID-19 booster vaccine at home, if they are unable to attend a vaccination centre.
Answer
Health boards have a list of people currently registered as housebound with their GPs, and are in the process of contacting them all to receive their flu and Covid-19 booster in line with eligibility.
Procedures are in place for when the nature of an individual’s condition means they cannot travel, so that a home vaccination appointment can be organised. People should contact the number on their appointment letter.
Health boards are also able to offer assistance to those with mobility issues in travelling to and from their vaccination appointment.
