The Scottish Government is expected to publish its Budget 2024-25 in December 2023.
The Equalities, Human Rights and Civil Justice Committee undertakes pre and post budget scrutiny to influence the Scottish Government’s approach and assess the decisions taken.
In this Budget cycle, in line with the previous two years, the Committee’s focus will be on human rights budgeting. The Committee wants to understand how much the public knows about the Budget, which areas of the Budget they feel affect them and how people can be more involved in the process. The Committee hopes that getting an understanding of this can help get the public more involved in the Budget process.
This is the first year of a three-year plan where the Committee will see it consider the three principles of human rights budgeting: participation, transparency and accountability.
In previous cycles of Budget scrutiny, the Committee has heard that the Scottish Government is making progress in delivering a Budget that considers how people's rights are impacted by the way that money is raised, allocated, and spent.
To support its Budget work, the Committee is working with the Whole Family Equality Project Citizens' Panel. The aim of the Panel is to explore how people can share the impact of budget and policy decisions on their lives.
The Committee ran a short survey to help better understand the impact of the Budget. The survey closed on 25 August 2023.
