1. Decision on taking business in private:

The Committee agreed to take item 3 in private.

2. Northern Ireland Protocol Bill (UK Parliament legislation):

The Committee took evidence on the legislative consent memorandum LCM(S6)24 from—

Professor Catherine Barnard, Deputy Director, UK in a Changing Europe;

Dr Ruth Fox, Director, Hansard Society;

Sir Jonathan Jones KC, Senior Consultant, Linklaters LLP;

Dr Oliver Garner, Research Fellow, Bingham Centre for the Rule of Law;

and then from—

Angus Robertson, Cabinet Secretary for the Constitution, External Affairs and Culture, Frank Strang, Deputy Director of EU Relations, Chris Nicholson, Solicitor, Scottish Government .

Donald Cameron referred to his register of interests and confirmed that he is a non-practising member of the Faculty of Advocates.

3. Pre-Budget Scrutiny 2023-24 (Draft Report):

The Committee considered and agreed its report on Pre-Budget Scrutiny 2023-24.
