That the Parliament welcomes the publication of the Construction Industry Training Board's (CITB) new report, Net Zero and Construction: Perspective and pathways, which examines the skills and training required to retrofit homes across the UK to a higher standard of energy efficiency; recognises that the report aims to provide a deeper understanding of the net zero challenge for construction employers; welcomes the six priority actions that the report identifies that governments, working with the construction industry, could bring forward; understands that this includes developing a costed national retrofit plan, which would provide construction employers, particularly SMEs, the confidence to invest in green skills due to a long-term pipeline of work, and encourages the Scottish Government and the industry to work collaboratively to develop the skills required to deliver a national retrofit plan, and to enable the sector to play a key role in meeting Scotland’s net zero targets by 2045.
