Support for Scotland to Join Other Countries in Banning Surrogacy

That the Parliament notes the reported growing concerns around the practice of surrogacy in Scotland and internationally; understands that surrogacy disproportionately affects younger, poorer women, often posing serious health risks and involving little safeguarding or oversight; further understands that, while commercial surrogacy is illegal in the UK, parental orders are routinely granted for children born through overseas commercial arrangements; notes with concern the recent proposals by the Law Commissions of Scotland and England and Wales, which it believes would further reduce protections for surrogate mothers and children; acknowledges the reported risks associated with egg donation and a lack of long-term health outcomes research into surrogacy for both mothers and babies, and believes that the time is right for an open and respectful debate on the ethical, legal and human rights implications of surrogacy, and for Scotland to consider joining the growing number of countries that have banned the practice entirely.
