Political Situation in West Papua

That the Parliament notes reports that the 1969 Act of Free Choice was cited by Indonesia as justification for its integration of West Papua, and that it saw only 1,026 Papuans unanimously vote against West Papuan independence, on behalf of an estimated population of more than 800,000, amid allegations of widespread coercion, intimidation and military violence; believes that the Act of Free Choice did not constitute an authentic exercise of self-determination under international law, nor respect the right of the West Papuan people to determine their political status; understands that West Papua remains one of the most restrictive regimes globally and that independent reporting NGOs and the United Nations are banned from entry; notes reports that, since 1961, hundreds of thousands of West Papuans have been killed by Indonesian military and police forces; understands that severe human rights abuses, including torture, rape, arbitrary arrests and imprisonment, which, it believes, are actions in direct violation of international law, have escalated, particularly since 2018; further understands that between 60,000 and 100,000 indigenous Papuans have been displaced by Indonesian military operations between December 2018 and March 2022, with 76,228 West Papuans still displaced as of September 2023, and supports calls for an internationally supervised vote on self-determination in accordance with UN General Assembly Resolutions 1514 and 1541.
