As an amendment to motion S6M-13480 in the name of Graham Simpson (Improving Scotland's Roads), leave out from "Scottish National Party" to end and insert "new road projects should only be progressed where they address a maintenance backlog, adapt the network to deal with the impacts of climate change, or address road safety concerns, including bypassing settlements; recognises the need to cut transport-related carbon emissions in order to meet climate change goals, and that road infrastructure cannot be built to cater for unconstrained increases in vehicle traffic volume; supports the current aim of reducing car kilometres in Scotland by 20% by 2030, and understands that meeting that goal will require significant investment in alternatives to car use, including affordable and reliable public transport, especially in rural areas, and that modal shift should be a funding priority for the Scottish Government and local authorities."
