As an amendment to motion S6M-10490 in the name of Elena Whitham (Drug Law Reform), insert at end “; further agrees that the drug deaths emergency in Scotland is severe and that particularly Scottish solutions could save lives, but that the drug deaths rate reaching around three times that of anywhere else in the UK is not the product of a deficiency of devolution, and calls on the Scottish Government to use available powers to establish new specialist family drug and alcohol commissions to provide wraparound services, integrate drug checking facilities with existing treatment services and events such as festivals, roll out heroin assisted treatment, and prepare now for a network of safer consumption facilities so that there is no delay in making these lifesaving services available around the country."
