The Scottish Government understands the impact that COVID-19 has had on the tourism sector which is why we have supported the tourism and hospitality sector through the pandemic, not least through an extension of 100% NDR relief for all retail leisure and hospitality premises for 2021-22.

Our proposals to licence short-term lets were developed in response to concerns raised by residents and communities across Scotland and members of all parties. It is right that we are taking action now to address these concerns. We do not consider our licensing scheme to be onerous.

We have committed to working with local authorities to review levels of short-term let activity in hotspot areas in summer 2023. This review will also seek to confirm that the wider sector is still healthy, making sure we have avoided unintended consequences.

The Scottish Government published our Heart Disease Action Plan in March 2021. This sets out a number of actions to enable us to achieve our vision of minimising preventable heart disease and ensuring equitable and timely access to diagnosis, treatment and care for people with heart disease. It is relevant to a number of the recommendations of the CPG inquiry report.

Within Priority 1 of the Action Plan, there is a focus on improving the detection, diagnosis and management of risk factor conditions, including atrial fibrillation. Work is underway to deliver the commitments outlined.

In particular, the Scottish Primary Care Information Resource (SPIRE) is developing reporting on atrial fibrillation. This will allow GP practices to monitor patients on particular medications and make sure they are getting the right follow-up care.

The Action Plan also makes commitments to addressing the challenges facing the cardiac physiology workforce. Work is progressing on this. Furthermore, we are progressing commitments in the Integrated Health and Social Care Workforce Plan (2019) for Scotland to promote recruitment of cardiac physiologists over the next 3-5 years into Scientist Training Programmes and Practitioner BSC Programmes.

The CPG inquiry report also identifies the importance of improving access to data to drive improvement. In April 2021 we commissioned Public Health Scotland to develop the Scottish Cardiac Audit Programme. Extensive clinical and patient engagement is currently underway to develop the audit. Two key work streams within that engagement are atrial fibrillation and cardiac devices.

Healthcare Improvement Scotland (HIS) Scottish Intercollegiate Guideline Network (SIGN) have confirmed that they currently have no plans to update SIGN Guideline 122 - Prevention and management of venous thromboembolism.

However, on Wednesday 15 December, SIGN published a new rapid guideline: SIGN 163 - Prevention and management of venous thromboembolism (VTE) in patients with COVID-19.

We do not hold the requested information, however, information on the number of Lateral Flow Tests used and reported in Scotland is published weekly by Public Health Scotland .

The Louisa Jordan was always intended to be a temporary facility to provide additional capacity at the height of the COVID-19 pandemic. Due to the effectiveness of efforts to suppress the virus, hospitalisations were reduced, NHS capacity was maintained, and NHS Louisa Jordan did not have to be used as a Covid hospital. If NHS Louisa Jordan were reopened, it would mean the disruptive reassignment of NHS staff from other critical NHS sites, which are already at high capacity.

Asylum is reserved to the UK Parliament and handled by the Home Office. Provision of Wi-Fi is not included as a requirement in the Home Office asylum accommodation contract with Mears Group. Scottish Ministers have repeatedly pressed the Home Office to include consideration of digital access as part of asylum support provision.

As part of efforts to ensure everyone living in our communities could access the support they need, the Scottish Government provided over £550,000 to third sector organisations for projects supporting people subject to No Recourse to Public Funds (NRPF) including people seeking asylum during the pandemic. The projects supported through Immediate Priority funding focused on basic needs, including digital access.

As advised in the answer to question S6W-02445 on 13 September 2021, the Scottish Government has committed to extend the Connecting Scotland programme over the course of this Parliament to reach a total of 300,000 people. Work is underway to scope the future service, including how best to reach priority groups who we know are most likely to be digitally excluded, including refugees and asylum seekers.

We have set out our ambitious plan to remove NHS dental charges in this Parliament. As a first step to delivering this Manifesto Commitment, we introduced on 24 August 2021 changes to abolish dental charges for all young people between 18 and 25 years of age.

There are a present set of arrangements in place to ensure that vulnerable groups in the community are protected. For example, pensioners in receipt of pension credit guarantee credit are automatically entitled to free NHS dental treatment. Others on low incomes may be entitled to full or partial help with health costs under the NHS Low Income Scheme (LIS).

Scotland is the only part of the UK where free examinations are available to NHS patients.

NHS registered patients are entitled to a full range of NHS care and treatment. While dentists are able to offer private care and treatment they must also advise NHS patients of the treatment available to them under NHS arrangements.

Following the publication of the Framework for supporting people through Recovery and Rehabilitation during and after the COVID-19 , the rehabilitation programme has undertaken a significant scoping exercise through a self-assessment tool to understand the current status of rehabilitation services in Scotland, from the perspective of the staff working in them.

The report on the findings ( Rehabilitation Framework Self-Assessment Tool: Analysis of Survey Responses ) was published on 9th December 2021.

The findings from the self-assessment tool, along with demand and capacity data and guidance from the National Advisory Board on Rehabilitation, will inform the development of a national programme of improvement work to deliver a ‘Once for Scotland’ rehabilitation pathway that will ensure everyone who requires rehabilitation will be able to access it.

We will continue to work with NHS Boards, Health and Social Care Partnerships and the third sector to deliver this.
