Efficient agricultural production is an important component of the Scottish Government’s plan to tackle the climate emergency. Improving animal health is one aspect of livestock production efficiency alongside optimising feed and management systems, breeding animals for optimal feed conversion and to suit the farm environment, and sharing information and data through the supply chain. The Scottish Government are piloting bovine EID which has the potential to assist in the transfer of high quality data through the supply chain, for example from abattoirs and markets back to breeders and finishers.

High animal health standards are an important aspect of producing quality Scottish products. This supports the delivery of the ambition for Scotland to be a Good Food Nation where people from every walk of life take pride and pleasure in, and benefit from, the food they produce, buy, cook, serve and eat each day. We are well on our way to becoming a Good Food Nation and work is now underway to draft the Good Food Nation Bill. We plan to publish it as part of the legislative programme set out for this parliamentary year.

Scotland’s high animal health standards are not impacted by the Agriculture (Retained EU Law and Data) (Scotland) Bill. The Bill does not make any changes to the common agricultural policy as it applies in Scotland, but it will support the continued operation of current CAP schemes and policies for a transition period up to around 2024, by for example enabling their simplification and improvement during that period.

Scottish Government has supported 2 formal assessments of the impact of diseases on livestock production, one conducted by ADAS and a second by the SG funded Centre of Expertise on Climate Change.

The Scottish Government has a history of supporting R&D and control schemes for non-statutory endemic diseases. For example we previously used CAP funding to support animal health planning and options for disease control. We have also been at the forefront of effort to control bovine viral diarrhoea (BVD) in the UK by supporting the industry through development of the ScotEID database and delivery of BVD legislation.

SG funded research programmes at the Moredun Research Institute and Scotland’s Rural College are internationally renowned and have delivered new disease control tools such as diagnostic methods. The rational for support of this research includes minimising environmental impact through improved animal health.

As stated in the response to S5W-27409 on 9 March 2020, when we are preparing our response to the Independent Review of Grouse Moor Management report we will take account of all relevant evidence, including that heard by the Environment, Climate Change and Land Reform Committee on 21 January 2020.

The Scottish Government is giving careful consideration to the recommendations in the Independent Review of Grouse Moor Management report and we will publish our response later this year. Our response will cover the key recommendation on the licensing of grouse moor businesses, including the question of timescale. It will take account of all relevant evidence, including that heard by the Environment, Climate Change and Land Reform Committee on 21 January 2020.

The First Minister set out on 19 December 2019 that if a decision is taken to move to the licensing of grouse moor businesses, it is likely to be earlier than the five-year timeframe suggested by the review group.

The following tables show the number of emergency calls responded to by the ambulance service over the past 12 months where a paramedic was not recorded as being on scene, both at a National level and broken down by regional area.

To note, the ambulance service has omitted any incident where crew information was not available as there was no way for them to determine whether a paramedic was in attendance.

National:

Shingrix® is not currently available in the UK as there is insufficient vaccine to meet global demand. We cannot yet give an indication about how and when the JCVI’s advice might be implemented. This will be kept under review as more information about vaccine availability becomes available.

NHS Boards including NHS Dumfries and Galloway will draw the majority of funding for mental health services from the overall funds allocated to them by the Scottish Government. I expect local budget decisions to reflect the national mental health priorities and for NHS Boards to work with their partners to ensure the delivery of person centred, safe and effective mental health services which meet the assessed needs of their local populations.

In this respect, funding for frontline NHS Boards has increased in the Scottish Draft budget for 2020-21 by £454 million (4.2%). NHS Dumfries and Galloway received an uplift of £9.2 million taking their total allocation for 2020-21 to £316.1 million.

The 2020-21 draft programme budget for Mental Health Services has been increased by 37% to £117.1 million. NHS Board allocations from this budget are yet to be finalised, but we will continue specific investment in NHS Boards to support improved access to high quality services and workforce development.

Electric storage heaters are being investigated, amongst a range of other low carbon heating measures. The Scottish government will work with each household to analyse which heating solution would be best placed for them.

The Scottish Government currently fund electric heating systems through a number of our Energy Efficient Scotland Schemes.

Under Warmer Homes Scotland Electric Storage Heaters will be installed where they are the most appropriate measure for the property. Under the scheme, priority would be given to the install of an Air Source Heat Pump, as they are much cheaper to run. However this is not always feasible due to funding constraints and the need for the property to be well insulated.

The Warmer Homes Scotland Scheme also makes available a number of low-carbon technologies where these are technically appropriate for the property. These include Air Source Heat Pumps, Ground Source Heat Pumps, Micro-hydro, Micro-wind and Micro-CHP systems. These measures may be of particular benefit to households living in rural and island areas that are not served by the gas grid.

The installation of energy efficient Storage Heaters is also eligible for an interest free loan under the Scottish Government’s HES loan Scheme . This requires that the storage heating system is listed on the property’s Energy Performance Certificate (EPC) as an energy saving measure.

In 2018-19 energy storage was introduced as an additional eligible measure under the HES loan scheme. This is illustrative of the way in which financial support schemes in Scotland embrace innovation and can act as test-beds for future mainstream technologies.

The global climate emergency is a key consideration of shaping future investment in Scotland’s infrastructure.

In January 2020 the Infrastructure Commission for Scotland published its first report “Phase 1: key findings report, A blueprint for Scotland” which considers strategic drivers including the transitions to a more resource efficient, lower carbon economy. The Commission’s advice will help to shape our future investment in Scotland’s infrastructure recognising the long term objectives of this Government to deliver an inclusive and net zero emissions economy.

Scottish Government will set out an approach that responds to the Infrastructure Commission’s recommendations in our next Infrastructure Investment Plan due later this year – focussing on three, core, long-term outcomes of inclusive economic growth, tackling the global climate emergency, and building sustainable places.

We have no plans to increase the number of gender identity clinics beyond the existing four.
