My officials have been in contact with the relevant local transport authorities in respect of bus services between Dumfries and Edinburgh. Regarding the 101/102 service, Houston's Coaches have had a bid approved by SPT, Scottish Borders Council and Swestrans for 3 years with a start date of 1 April 2023. SPT are currently working with Houston's to finalise the contract. Scottish Ministers, however, do not have the power to intervene directly in the provision of bus services due to the de-regulated bus market, which has operated across the United Kingdom since the 1980s.

Any decision about dredging the River is for the local authority to take forward. In relation to dredging, there are circumstances in which this can be an appropriate measure to reduce the risk of flooding. However, it is important to avoid inappropriate dredging. This is partly to avoid damaging the river environment, but also because dredging and other river engineering work can often prove ineffective, or in some cases counter-productive, as a tool for managing flood risk. The scale of these risks depends on the river characteristics and the design of the works, which is why large scale dredging operations require an authorisation from SEPA under the Water Environment (Controlled Activities) (Scotland) Regulations 2005.

The Scottish Government published OHCA: A Guide to PADs in March 2018. The guide provides practical advice to those considering a purchase and installation of a PAD for their local community including information on safety and maintenance checks (page 3).

The Scottish Government recognises the importance of financial education in order to equip young people to live independently and confidently. These topics are embedded in the curriculum in Scotland through numeracy and maths, business studies and personal and social education.

Education Scotland provide professional learning and resources for practitioners on financial education. It also features in qualifications, particularly through SCQF 4 and 5 Personal Finance awards, and through Applications of Mathematics, which provides advanced learning on a range of core and practical maths skills, including finance, up to Higher level.

At local level, schools have access to a range of organisations who visit schools to reinforce and enhance learning such as HMRC, Barclays Lifeskills, NatWest MoneySense and the Young Enterprise ‘My Money’ Talks.

The Scottish Government is also supporting young people after they leave school with a new School Leavers Toolkit which includes practical information about budgeting and finances.

The UK Medicines and Healthcare products Regulatory Agency is responsible for setting all packaging requirements for medicines. Blister packs are not easily recycled because of strict regulatory requirements for pharmaceutical packaging. The Scottish Government encourages businesses to take steps to increase the recycling rates for this packaging where these are compatible with the waste hierarchy and ensure the high-value recycling of materials.

We are taking action to reduce packaging waste and improve recycling in Scotland, including the £70 million Recycling Improvement Fund, which will make it easier for households to recycle, and work across the devolved administrations to introduce extended producer responsibility for packaging. These actions will help local authorities increase the types of materials they can recycle.

Scottish Ministers have a statutory duty to manage and maintain the trunk road network in line with the Roads (Scotland) Act 1984. There is no legal requirement for Scottish Ministers to pay compensation for loss of business, inconvenience or additional motoring costs as a result of road closures required for road maintenance.

Transport Scotland, through its Operating Companies, consider local communities and affected businesses during the works planning and consultation process. For planned closures, consultation with the community and business groups is undertaken as part of the planning process, to consider the specific concerns and needs of those parties. Where possible, works are scheduled to avoid busier periods and times. This helps to minimise impacts on road users, businesses and local communities, with operating company contracts including specific times on certain routes where planned works are to be avoided.

My officials in Transport Scotland have advised that neither they, or the south west unit Operating Company, Amey, are aware of any reported major concerns from the community regarding the impact of planned maintenance closures on the A76 trunk road near Upper Nithsdale.
