To ask the Scottish Government what information it has regarding the annual uptake of the phased retirement option of the Scottish Teachers' Superannuation Scheme, including the average number of years teaching staff work part-time while drawing part of their pension.

The following table sets out the number of phased retirements in the Scottish Teachers' Superannuation Scheme from 2015 - 2016. From the data available, the average time spent on phased retirement by members who are currently active is 1.89 years. The average time spent on phased retirement for those who have retired from the scheme is 1.76 years.

To ask the Scottish Government what progress has been made by it in each of the last five years toward reaching the Scottish Food Waste Reduction Target, expressed as tonnage.

The Scottish Government is committed to reducing food waste by 33% by 2025. Annual figures on food waste reduction by tonnage are not available at present. Zero Waste Scotland has produced a baseline estimated figure on food waste for 2013 which shows that almost 600,000 tonnes, over 50% of food waste, is generated by households. Data is available on levels of household food waste recycling.

The Scottish Household Survey 2017 shows that there has been a steady increase in the number of people using food waste recycling caddies. The proportion of households making use of local authority-provided food caddies was 55% in 2017. This represents a substantial increase from 26% in 2012. This clearly demonstrates an increased awareness of the importance of food waste recycling, which we can build on to deliver the target relating to overall food waste prevention.

To ask the Scottish Government what commitments it has made to deliver under the UK Tree Health Resilience Strategy, and how this strategy fits with the Scottish Plant Health Strategy.

The UK Government’s Tree Health Resilience Strategy sets out plans to protect England’s tree population from pest and disease threats. The Scottish Plant Health Strategy sets out the Scottish Government's approach to the protection of the health of plants in Scotland, including trees.

The Scottish Government has no specific commitments under the Tree Health Resilience Strategy. We have laid out our own, complementary approach in the Scottish Plant Health Strategy, which strongly emphasises a commitment to ongoing close working with UK colleagues and the forestry sector, and full participation in relevant UK-wide initiatives such as the UK Plant Health Risk Group.

To ask the Scottish Government, in light of proposals in the Transport (Scotland) Bill to ban double and pavement parking so that loading vehicles will need to move to loading bays or risk a fine, how many loading bays there are in (a) North Ayrshire and (b) Inverclyde.

The Scottish Government does not hold information on the number of loading bays as this is a matter for both North Ayrshire and Inverclyde Councils.

The provisions within the Transport (Scotland) Bill provide an exception that would enable delivery vehicles involved in loading or unloading of goods in the course of their business to park on the pavement for up to 20 minutes if there is inadequate parking provision available. If the driver of the vehicle needs longer than 20 minutes they will be required to park in a dedicated loading/parking bay or risk being issued a penalty charge notice.

Local authorities have duties under the Road Traffic Regulation Act 1984 as local traffic authorities, to secure the expeditious convenient and safe movement of vehicular and other traffic, as well as providing adequate parking facilities for both on and off street.
