To ask the Scottish Government what the proposed £8 million of funding, that it has been allocated from the UK Government for the A75, will be used for, and over what timescale.
Answer
The funding will cover initial assessment of options for improvements to the A75, specifically around Crocketford and Springholm up to conclusion of Design Manual for Roads and Bridges (DMRB) Stage 2.
While funding is confirmed, it has not yet been allocated or received. My officials are working with the UK Government officials on the legal and financial mechanisms of securing this funding. Once these are completed, we will then be able to set a draft timetable for the design development to progress.
This kind of work can take a number of years, for which the outcome is a preferred route announcement. My officials are taking every step necessary to have this work ready to commence next financial year. They are already beginning to prepare procurement documents to appoint a technical advisor. Once funding formalities are complete, they will immediately progress procurement of a technical advisor to undertake the necessary design and assessment work.

To ask the Scottish Government what provision local authorities have to allow Council Tax exemptions or discounts to residents in properties affected by flooding.
Answer
The Council Tax system in Scotland provides for a 100% exemption from Council Tax for homes that are not habitable, and are undergoing major repairs, which lasts for up to 12 months. Further, local authorities have the discretion to apply a Council Tax discount of up to 50% to an unoccupied property at any time. As there is no time limit to this discretion there is no date at which any discount must expire.

To ask the Scottish Government what assessment it has made of the potential impact on meeting its tree planting targets of the proposed reduction to the budget for woodland creation grant funding.
Answer
Scottish Forestry estimate that the draft Budget will support over 9,000 hectares of new woodland in Scotland, which will be more woodland creation than the rest of the UK combined. We are engaging with stakeholders so that we can maximise tree planting and the delivery the benefits for climate, the economy, people and nature.

To ask the Scottish Government whether it supports the campaign to amend the Consumer Protection Act to remove the current 10-year longstop limitation and extend the time period to 20 years.

While this particular issue is reserved to the UK Government, we believe that any measures designed to provide consumers with more protection should be given serious consideration.

To ask the Scottish Government what its response is to the Public Health Scotland publication, Care home census for adults in Scotland, which showed that the number of care homes across the country has dropped by nearly a fifth in the past decade.
Answer
We are working with partners to improve social care services and deal with the challenges the sector faces. Adult social care support is vital to all who require additional support, whether that is to live independently at home, in the community, or to move into a care home.
While the number of care homes has fallen, the estimated number of care home places available has remained relatively stable.
This reflects our policy of supporting people to live at home for as long as possible.
No one wants to see the closure of care homes, unfortunately this can happen for a number of reasons, such as quality concerns or changing ownership.

To ask the Scottish Government what action it is taking to develop a longer-term funding model for the voluntary sector across all of its directorates.
Answer
We recognise that the third sector needs clarity and stability to secure its resilience and to grow its capacity. That is why we have committed to develop a Fairer Funding approach for the sector as a means to embed systemic change and to create conditions for third sector organisations to thrive as part of a mixed economy.
Our initial focus has been on improving grant-making arrangements, including increasing multi-year funding. Officials are working with grant managers across the organisation to ensure that they are aware of, and operating within, the terms of the commitment.
