We are currently considering all the issues raised in response to our recent consultation on proposals for a Heat in Buildings Bill. We will confirm our decisions and the nature and timing of next steps as soon as practicable.

As set out in the 2024-25 Programme for Government, the Scottish Government has committed to introduce the Natural Environment Bill as part of the year four legislative programme. Due to parliamentary procedure, we are unable to provide the precise date for introduction. The Scottish Parliament will announce the introduction date shortly before the introductory process begins.

When introduced, the Bill will establish the framework for statutory targets to restore and protect nature. It will also include provisions to modernise the way in which national parks and deer are managed and provide powers to update environmental impact assessment and habitats legislation to support delivery of our net zero and biodiversity goals.

A breakdown of the Scottish Government workforce by sex is available in table T7 of the Scottish Government Workforce Statistics Scottish Government workforce information - gov.scot (www.gov.scot). The latest available data from June 2024 shows that 56.4% of the workforce are female and 43.6% are male.

In February 2022, an application under section 36 of the Electricity Act seeking consent for construction and operation of the Peterhead Low Carbon Combined Cycle Gas Turbine Power Station was formally lodged with the Energy Consents Unit. This is currently before Ministers for determination and as such, it would be inappropriate for Ministers to make any comment.

The Scottish Government and Public Health Scotland (PHS) are finalising the scope of the review of the evidence to support decisions on potential proposals in relation to alcohol marketing and promotion that may be taken forward in future, under devolved powers to ensure it delivers. The commissioning document, including timelines and scope of that review, will be published imminently.

PHS’s review will be delivered independently and will deliver its conclusions solely on the basis of its assessment of evidence.

The Scottish Government is not taking specific steps to halt the decline of hedgehogs, however there are other initiatives that will benefit a range of species including hedgehogs.

The Scottish Biodiversity Strategy (SBS) sets out our approach to generating high quality, nature-rich habitats across Scotland. Nature Networks aim to improve ecological connectivity across Scotland, linking important areas for biodiversity across urban and rural landscapes and allowing species such as hedgehogs to avoid becoming isolated and to move through the landscape to find good habitat to feed and to breed.

Alongside the SBS, one of the principles in Scottish Planning Policy is that the planning system should seek benefits for biodiversity from new development where possible, including the restoration of degraded habitats and the avoidance of further fragmentation or isolation of habitats. Planning authorities, and all public bodies, have a duty under the Nature Conservation (Scotland) Act 2004 to further the conservation of biodiversity. This duty must be reflected in development plans and development management decisions.

Nature Networks are embedded throughout the fourth National Planning Framework (NPF4) as a key means of ensuring positive effects for biodiversity from development.

NatureScot has produced a publication Developing with Nature, which provides Guidance to support NPF4. This contains specific advice to developers on incorporating nature in to new developments, whether that be creating species rich grassland for pollinators, bat or bird boxes and advice for creating hedgehog friendly habitat as part of any development – including incorporating ‘hedgehog highways and houses’.

NatureScot’s seasonal campaign, ‘Make Space for Nature’, encourages everyone to connect with and take care of nature and provides practical tips for everyone to make space for nature, reverse nature loss and fight climate change.

As outlined in the answer to another question raised by the member regarding treatment lengths (S6W-29773 on 3 December 2024), the Scottish Government commissioned Public Health Scotland (PHS) to carry out an evaluation of the Residential Rehabilitation programme.

As outlined in a previous answer by Christina McKelvie on 31 July (S6W-28596), the Scottish Government commissioned Public Health Scotland (PHS)to carry out monitoring and evaluation of the residential rehabilitation programme throughout the course of the National Mission.

Climate finance is key to climate action – as it is essential to allow developing countries to decarbonise in a fair way which supports communities, builds resilience, and addresses loss and damage caused by climate change, in particular frequent devastating weather events.

Scotland was the first nation to commit funds specifically to climate justice, launching the Climate Justice Fund (CJF) in 2012, and committing to trebling it to £36 million over the course of this Parliamentary Term (2021-2026). The Fund is fully committed, with £10 million mobilised to address loss and damage, in line with our commitment to urgently meet the needs of vulnerable communities.

The UK Withdrawal from the European Union (Continuity) (Scotland) Act 2021 is one means by which the Scottish Government implements its alignment policy. The section 1(1) power has been used once to introduce secondary legislation, in respect of The Public Water Supplies (Scotland) Amendment Regulations 2022.

This legislation, laid on 22 December 2022, aligns with the EU Drinking Water Directive 2020/2184 (Recast) on the quality of water for human consumption. This Directive is designed to protect water intended for human consumption (“drinking water”) from source to tap, put in place measures for access to water and drive-up resource efficiency by tackling pollutants at source. This instrument also ensures alignment of health-based standards, as recommended by the World Health Organisation, and enables better reporting of these standards in Scotland.

The Scottish Government will continue to use this power if it is the most appropriate means to deliver alignment and advance important regulatory standards. If this power is used, the Scottish Government will inform parliament through the agreed reporting process.
