To ask the Scottish Government what recent discussions Caledonian Maritime Assets Ltd has had with (a) CalMac Ferries, (b) shipbrokers and (c) shipowners regarding the charter of vessels to increase carrying capacity on routes in the Clyde and Hebrides Ferry Services contract.

On 5 October 2021, the Scottish Government was delighted to announce the purchase, by Caledonian Maritime Assets Limited (CMAL), of the MV Utne which will provide additional resilience to the Clyde and Hebrides Ferry Service network.

Regular discussions with CMAL on the charter and potential purchase of available and suitable vessels to support and improve services on Scotland's ferry networks will continue.

To ask the Scottish Government which national public sector organisations tendered for PPE, in response to the COVID-19 pandemic, in the financial year 2020-21; which companies or organisations have been awarded contracts from these tender exercises; where these companies or organisations are based, and what the financial value was of each contract awarded to each of these companies or organisations.

All pandemic PPE procurement undertaken by public sector organisations has been conducted in line with the relevant public procurement legislation and policy. In addition, direct awards have taken place using procedures outlined in Regulation 33 within the Public Contract (Scotland) Regulation 2015.

Information on contracts awarded by the Scottish Government for PPE was included in the answers to PQs S6W-02211 and S6W-02212 on 28 September 2021.

Information on contracts let by other national public sector organisations is a matter for those bodies.

The Procurement (Scotland) Regulations require all public bodies to publish an award notice for all regulated procurements no later than thirty days after the award of the contract. These can be found on the Public Contracts Scotland website: www.publiccontractsscotland.gov.uk

To ask the Scottish Government, further to the answer to question S6W-02135 by Graeme Dey on 6 September 2021, whether it will publish the terms of reference for the independent review, and whether this replaces the policy review it launched on 2 February 2017 into future tendering for ferry service contracts.

Further to our response to Mr Leonard's previous question on this issue (S6W-02579 on 13 September 2021) the Statement of Requirements for the Tripartite review have been placed in the Scottish Parliament Information Centre under BIB number 62666.

To ask the Scottish Government how many (a) MSPs, (b) MPs and (c) councillors have written to it since March 2020 on behalf of a company offering assistance with the making and supply of PPE; how many of these requests were approved, and with which of these companies did it subsequently enter into a (i) contract and (ii) arrangement with for the supply of the equipment, broken down by value.

From March 2020 to 25 August 2021, the Scottish Government has received 26 offers from MSPs (25), MPs (0) and councillors (1) on behalf of a company offering assistance with the making and supply of PPE. Of these offers, 20 were made on behalf of named companies and 6 were speculative contacts that did not name a specific company.

The Scottish Government did not enter into a contract or arrangement for the supply of the equipment with any of these companies.

Further information on the companies which have supplied the Scottish Government with PPE and hand sanitiser since 2020 is detailed in the linked Parliamentary Question, S6W-02212 on 31 August 2021.

From the outset of the Covid-19 pandemic, the Scottish Government has worked with the NHS, and on a four-nation basis to ensure Scotland has adequate supplies of PPE. At no point during the pandemic did Scotland run out of PPE, and our robust stocks allowed us to provide PPE in mutual aid to other parts of the UK during the first wave. PPE supply is now stable, as it has been since summer 2020, and Scotland currently has 4 months’ worth of PPE stockpiled and approved for medical use
