To ask the Scottish Government whether the Expert Working Group on Welfare and Constitutional Reform has assessed the commitments on welfare reform made by the Deputy First Minister in her speech of 13 May 2013, The Benefits and Possibilities of Independence.
Answer
The remit of the Expert Working Group on Welfare is to review and provide assurance on work undertaken by the Scottish Government on, the cost of benefit payments in an independent Scotland upon independence and the delivery of those payments in an independent Scotland.
The group will also offer views on immediate priorities for change.
The group will submit their report to Scottish Ministers at the end of May 2013 and it will be published shortly thereafter.

To ask the Scottish Government, further to the answers to questions S4W-14535 and S4W-14540 by John Swinney on 3 May 2013, whether the evidence from (a) business organisations and (b) regulators regarding the section on page (i) 12 of the report that reads, “the development of this approach has been tested through discussions with UK regulators, experts, consumer groups and business organisations” and (ii) 13 of the report that reads, “our discussions with stakeholders have indicated that an extended transition should be avoided” is in the public domain and, if so, where.
Answer
The substance of the discussions we held with business organisations and regulators informed the paper Economic and Competition Regulation in an Independent Scotland, which is in the public domain.

Scottish Government officials met with officials from The Netherlands Competition Authority in The Hague on 3 December 2012. A teleconference was held with the officials from the Australian Competition and Consumer Commission in Scottish Government premises in Scotland on 6 December 2012.

To ask the Scottish Government, further to the answer to question S4W-13933 by John Swinney on 25 April 2013, what evidence it has received to suggest that its proposed regulatory structure would reduce parcel delivery charges to the Highlands and Islands and when it will consult parcel delivery companies on the possible impact of the proposed structure.

A Scottish regulator, focused on the specific circumstances and geography of Scotland, opens up new opportunities to better meet the needs of the Scottish people. The work on a combined economic regulator is on-going, and engagement with key stakeholders will continue to be an important part of that work.

No discussions have as yet taken place on theoretical joint governance arrangements of the CAA between an independent Scotland and the rest of the UK. Engagement with key stakeholders will continue to be an important part of the Scottish Government’s work going forward.
