To ask the Scottish Government what discussions the Cabinet Secretary for Health and Sport has had with the chairman and chief executive of NHS Highland regarding the waiting times improvement plan published in October 2018.
Answer
I have not held any direct discussions on the Waiting Times Improvement Plan with the Chair and Chief Executive of NHS Highland. When I have met collectively with all Chairs and Chief Executive of NHS Boards in recent months, the Waiting Times Improvement Plan has been discussed. However, my Officials are now working closely with all territorial Health Boards to ensure that they have appropriate plans in place to support the implementation of the Improvement Plan.

To ask the Scottish Government what importance it places on visitor attraction signage as a means of attracting people to local areas from arterial routes.
Answer
Brown tourist signs on Scotland’s strategic roads are intended to direct or guide people to a tourist destination in the final stages of their journey. They can help visitors reach their intended destination easily and safely. They should supplement rather than duplicate information already provided on other directional traffic signs. They are not advertising signs and not a substitute for effective marketing.

To ask the Scottish Government whether it plans to carry out a further independent review of primary care out-of-hours services, similar to that chaired by Sir Lewis Ritchie.
Answer
Sir Lewis has been reviewing progress against the recommendations in his report Pulling together: transforming urgent care for the people of Scotland report, published in November 2015. Sir Lewis has visited all territorial Health Boards over the course of the last 2 years and will reflect on progress at an event later this year.

To ask the Scottish Government how much additional funding each NHS board has sought in the last financial year due to overspend.
Answer
For 2017-18, brokerage has been approved for NHS Ayrshire and Arran (£23 million), NHS Highland (£15 million) and NHS Tayside (£12.7 million).
Brokerage at this level requests represent less than 0.5% of total health spending and is managed within the overall portfolio budget for the year. The health and sport portfolio remains on track to deliver a breakeven position in 2017–18. Provision of brokerage demonstrates that our overriding priority is the protection of patient care and services.

To ask the Scottish Government whether the Cabinet Secretary for Health and Sport has had any discussions since 2016 with the (a) chairman, David Alston, and (b) chief executive, Elaine Mead, regarding concerns with (a) their governance and (b) the board's governance of NHS Highland.
Answer
Scottish Government officials have regularly met with the Chairman, David Alston, and Chief Executive, Elaine Mead, to discuss a range of matters including their governance and the boards governance of NHS Highland. Around the same time we commissioned a pilot review of corporate governance across NHS Scotland and at the request of the Chair, which began in NHS Highland.
