To ask the Scottish Government, further to the answer to question S4W-29415 by Alasdair Allan on 2 February 2016, how the £1 million that was announced in December 2012 was allocated and what information it has regarding how many instruments were purchased, broken down by local authority.

The Royal Conservatoire of Scotland (RCS) was charged with administering the investment and liaising with the Instrumental Music Service in each authority, on behalf of the Scottish Government. The total investment of £1 million was allocated in two phases. Phase one was a direct formulaic allocation to local authorities for instruments to be used by the Instrumental Music Service. Phase two consisted of an open bidding process, which permitted instruments to be purchased for community use.

To ask the Scottish Government whether it will provide an update on the Scottish Prison Service’s plan to deliver smoke-free indoor prison facilities.

A ‘National Tobacco Strategy Workstream’ has been developing an evidence informed joint action plan, detailing how indoor smoke-free prison facilities will be delivered. The workstream is in the process of producing a comprehensive evidence informed options paper which will consider available national and international research and policy evaluation. The outcome of the options paper will be used to inform the proposed action plan (including timescales) to deliver indoor smoke-free prison facilities.

I understand that the consultation process has now concluded and an options paper will be submitted to me for my consideration in the near future.

To ask the Scottish Government how much each local authority has raised from charging for school pupils' music tuition in each year since 1999.

The government's Instrumental Music Group report of June 2013, recommendation 14, noted “the Improvement Service's offer to create, maintain and provide a standard benchmarking framework to capture in a standard form data on charging policy, current charges, participation and drop-out rates for instrumental music services (IMS) across Scotland”.

Up-to-date charging policies for each local authority are available on the most recent Improvement Services report, table 3, ‘Revenue, Costs and Budget’, at the attached link.

To ask the Scottish Government, further to the answer to question S4W-18461 by Alasdair Allan on 3 December 2013, what information it has regarding how many pupils in each local authority have been learning a musical instrument in each year since 2012-13.

The government's Instrumental Music Group report of June 2013, recommendation 14, noted “the Improvement Service's offer to create, maintain and provide a standard benchmarking framework to capture in a standard form data on charging policy, current charges, participation and drop-out rates for instrumental music services (IMS) across Scotland”.

The Improvement Service in their recent report included IMS pupil numbers and percentage out of whole school roll on table 5; page 14 of the attached report includes figures from 2012 to 2014-15.

To ask the Scottish Government how many school inspectors have been employed each year since 2005, broken down by local authority.

From 2005 to 2006, school inspectors were employed by Her Majesty’s Inspectorate of Schools, from 2006 to 2011 by Her Majesty’s Inspectorate of Education, and since 2011 by Education Scotland. The number of school inspectors employed each year takes into account the different inspection frameworks in place over this period of time. School inspectors are not allocated to individual local authorities, but are deployed to inspect schools and other education settings across Scotland including early years, psychological services, colleges, community learning and development, and prison education. Individual inspectors typically inspect across a number of sectors.

I refer the member to the answer to question S4W-29097 on 18 January 2016. During the period of implementation of Curriculum for Excellence, Education Scotland deployed its staff to a number of other intensive support and challenge activities with schools and local authorities. This involved visits from Education Scotland staff, including HM Inspectors to a large number of schools across Scotland. Over the period September 2010 to March 2015, HM Inspectors and Education Scotland staff provided targeted support for schools and local authorities, as set out in response to question S4W-29097.

To ask the Scottish Government how much it has provided to each local authority to offer free musical instrument lessons for school pupils in each year since 2007 and how many pupils have received them, also expressed as a percentage.

The Scottish Government does not provide specific funding to local authorities to offer free musical instrument lessons.

All local authorities in Scotland provide young people with a variety of opportunities to develop the skills of playing a musical instrument. Authorities decide how to provide such opportunities depending on local circumstances, priorities and traditions.

The government’s Instrumental Music Group report of June 2013, recommendation 5, noted that “decisions on charging for services sit with local authorities”. The Scottish Government has no plans to intervene in the long standing arrangements whereby decisions around the provision of instrumental music tuition, including policies for access, concessions and charging, are for each authority to decide on as they see fit and according to local demands and circumstances.

In December 2012, £1 million of funding was announced by the Scottish Government for the purchase of musical instruments for Scottish schools. This helped authorities tackle the issue of children being put off taking up learning an instrument because of the costs involved.

The government’s work on instrumental music has now moved to a new phase through the creation of a ‘Music Education Partnership Group’, bringing together a wide range of organisations involved in music education to further promote and sustain excellent and exciting music education in Scotland.
