Zero Waste Scotland and the Scottish Government have been actively working together to support sustainable procurement in a wide range of sectors and organisations. Since the launch of the Food Waste Reduction Action Plan in 2019, support on food waste prevention has initially been provided to procurement teams in Scotland Excel and NHS Scotland. The development of best practice guidance and the roll out of dedicated training sessions is underway and the implementation and delivery of this is due in 2021.

Table 1 shows Scottish Government advertising spend for campaigns that have promoted food waste reduction since 2013-14. This includes spend on Scottish Government’s national campaign, ‘Food Waste Gone Bad’ which aims to promote food waste recycling. The Scottish Government 2018-19 ‘Food Waste Gone Bad’ campaign has most recently been evaluated. This campaign generated awareness of 47% and most notably, 76% of people who saw the campaign took action as a result, with a corresponding increase of 4 percentage points in the proportion of the target audience recycling food waste at ‘every opportunity’.

In terms of measurement, we refer to response S5W-32336, on 10 November 2020, S5W-32200 on 30 October 2020, and S5W-32198 on 30 October 2020, which highlight that annual data is not currently collected or held centrally for the categories identified in this question; however, actions to develop monitoring and reporting infrastructure, together with improvement in measurement methodologies, will support an enhanced capacity for food waste and surplus measurement and reporting going forward.A full review of the Food Waste Reduction Action Plan progress is scheduled for 2021.

Food waste reduction is now a standing agenda item for the NHS Waste Management Steering Group and the Catering Services Experts Group. Both groups are working with Zero Waste Scotland to develop a food waste reduction strategy for NHS Scotland and a national action plan. The outputs from previously held workshops are being used, along with findings from pilot studies in key regional boards, to develop the national action plan and subsequent regional board plans. The plan will apply to all facilities within each board with focus on acute settings in the first instance, where food waste is most prevalent.

The Food Waste Reduction Action Plan (FWRAP) was published in April 2019. It sets out how Scotland can work towards achieving the target and reduce the amount of food waste going to landfill, including building on existing food redistribution activities.

Alongside taking positive action to reduce food waste, the Scottish Government has provided funding to FareShare, a national charity that distributes surplus and donated food from the food industry to community organisations.

The Scottish Government is working closely with COSLA and all local authorities to deliver the Restrictions Fund, including monitoring arrangements to record the numbers of applications received and payments made. Information for Closure and Hardships Funds which applied for the period 9 October– 2 November is published on the Scottish Government website, and we will ensure this information is updated regularly.

Businesses that have already applied for a Closure Grant will be contacted by their local authority directly to add the furlough support to their application. Any closure grant applications received before 5pm on 3 November will be considered to include the application for the furlough support grant. LAs will carry out a retrospective exercise of businesses that have already applied for the Closure Grant to identify those applications containing sufficient information to enable an award to be made and also proactively contact the other businesses (whether a Closure Grant has been awarded or not) to invite an application for the furlough support grant.

Of the £48 million made available to support businesses through the COVID-19 Restrictions Fund, we have allocated £11 million to the Discretionary element of this Fund.

On 27 October we announced that the first tranche of payments through this fund would be administered by local authorities and available to nightclubs and soft play centres which have been closed since March.

The number of deliveries of IT equipment and supplies made directly by suppliers to home addresses through our procurement frameworks since March 2020 is shown in the following table. Items include laptop and desktop computers, monitors, and accessories such as keyboards and headsets.

The figures relate to direct deliveries of equipment and supplies to home addresses by framework suppliers and do not include deliveries made by individual public sector organisations.
