To ask the Scottish Executive whether it will provide details of all capital spending over £5 million by NHS Lanarkshire since 2007.

Until March 2011, projects over NHS Lanarkshire’s £5m delegated limited for new projects were reviewed by the Scottish Government Capital Investment Group.

Since 2007 the following projects have been completed:

Coatbridge Dental Teaching and Community Health Facility, Main Street, Coatbridge at a cost of £24 million and opened June 2010

Carluke Health Centre at a cost of £13.6 million and opened August 2010

Learning Disabilities Assessment and Treatment Centre – Kylepark, Kirklands Hospital, Bothwell at a cost of £7.3 million and opened September 2010

Adult with Complex Needs and Low Secure Unit – Beckford Lodge, Caird Street Hamilton at a cost of £8.4 million and opened January 2011

The Airdrie Community Health Centre, Graham Street, Airdrie is currently under construction at a cost of £27 million and is scheduled to open in July 2012.

NHS Lanarkshire continue to make significant investment in its estate at Monklands Hospital on an annual basis. A series of projects have been undertaken since 2009-10 and the 2011-12 Local Delivery Plan has identified a requirement for almost £5 million to be made available annually to continue to invest in high priority work at the site.

To ask the Scottish Executive how much the purchasers of prescription pre-payment certificates have saved in (a) each year since the phased reduction in the cost of pre-payment certificates began and (b) total, broken down by NHS board.

Prescription pre-payment certificates (PPC) have been available as both 12-month certificates and four-month certificates. The following table shows savings per PPC, since we started reducing prices from 1 April 2008. As indicated in the table, a patient who has always bought 12-month PPCs will have saved a total of more than £180 since the policy of phasing out prescription charges was introduced on that date.

People have been able to buy up to three four-month certificates in any one year, but data is not available showing how many individuals bought PPCs each year. Additionally, data is not held which shows which individuals bought a 12-month PPC one year and not the next, and therefore their related savings are not known.

Figures showing total sales by NHS board are provided to the member in the answer to question S3W-39338 on 24 February 2011. Overall sales of PPCs have increased by more than 100,000 since 2007-08, up by around 160%. It is not possible to specifically identify neurosurgery units from centrally held information.

Table 1 shows the number of patients treated as either an inpatient or day case in the specialty of neurosurgery at Grampian, Greater Glasgow and Clyde, Lothian and Tayside NHS boards.

It is not possible to specifically identify children''s cancer units from centrally held information.

The following table shows the number of patients aged under 16 who had a neoplasm diagnosis and were treated as either an inpatient or day case at the Royal Aberdeen Children''s Hospital or the Royal Hospital for Sick Children, Edinburgh.

Information on patients seen in an outpatient setting with a cancer diagnosis is not centrally available.

To ask the Scottish Executive how many new council houses were (a) built and (b) planned by each local authority in (a) 2003-04, (b) 2004-05, (c) 2005-06, (d) 2006-07, (e) 2007-08, (f) 2008-09 and (g) 2009-10.

The number of new council houses started and completed in each financial year since 1996-97 is published by local authority area on the Housing Statistics for Scotland pages of the Scottish Government''s website at:

http://www.scotland.gov.uk/Topics/Statistics/Browse/Housing-Regeneration/HSfS/NewBuildLA.

With regard to council houses planned by each local authority, the Affordable Housing Securing Planning Consent Survey collects data from planning authorities on planning applications that have been granted consent. Table 1 shows how many new council houses were granted consent in each financial year from 2005-06, the earliest date for which these data are available.

As there is no comprehensive mechanism for monitoring planning applications, it is possible that some applications that should be recorded in the survey are not recorded at the time they are received. They may be recorded in subsequent years.
