I received a request from Aberdeen City Council on 15 January to attend the public meeting on traffic congestion in the Bridge of Don area planned for 18 January.

To ask the Scottish Executive how much financial assistance was made available in each of the last three years for road improvements in (a) Aberdeen, (b) Dundee, (c) Edinburgh, (d) Glasgow and (e) each Scottish parliamentary region and what percentage of the total transport budget for the relevant year each of these figures represents.
Answer
Central government funding for expenditure on local roads forms part of the annual local government settlement. It is for each local authority to decide how much to allocate to local roads. Spending on motorway and trunk road schemes is recorded by individual project and by network management area, not by city or council boundaries. Similarly, data is not held centrally on roads budgets and expenditure by parliamentary region.

To ask the Scottish Executive whether the Minister for Transport intends to visit Aberdeen to observe recent traffic problems; if so, when and with whom she intends to meet while in the city.

I have a commitment to visit Aberdeen to meet representatives of the North East Scotland Economic Development Partnership to discuss further their proposed Modern Transport System for the city and its hinterland. That meeting will take place as soon as is mutually convenient.

To ask the Scottish Executive whether it has carried out any investigation into any implications for patient care of NHS Trusts using medical equipment that is deemed to be beyond its standard life and, if not, whether it has any plans to do so.
Answer
The Scottish Executive has not carried out such an investigation. It is for NHS Trusts to ensure all medical equipment is safe for use by patients and staff and to ensure that appropriate arrangements are in place for maintenance and replacement.The Executive is committed to increasing the resources available for capital expenditure in the NHS in Scotland to improve equipment and facilities to improve patient care.

To ask the Scottish Executive what percentage of EU fishing quota, listed by species, is allocated to Scottish producers' organisations.
Answer
Final allocations of this year's quotas to producers' organisations are not due to be issued until 30 March. The following table (which excludes the non-sector and under 10 metre fleet) shows information relating to last year's total allowable catches for those stocks of relevance to UK fishing (sea areas IV, VI and VII).

The area of the Scottish zone is 127,231 square nautical miles. The Scottish Executive does not have information on the area of EU waters.

To ask the Scottish Executive what the timetable is for implementing a stocks regeneration plan for the waters fished primarily by the Scottish fleet.
Answer
Details of recovery plans for North Sea and West of Scotland cod stocks are currently being developed by the European Commission in consultation with member states and industry representatives. It is hoped that certain conservation measures can be established as early as next month.
