To ask the Scottish Executive what consultations have taken place with Her Majesty's Government on its position on the need for progressive and substantial reductions in discharges of radioactive substances in the north-east Atlantic being considered at the Commission for the Protection of the Marine Environment of the North East Atlantic on 23 to 26 June 2003.
Answer
The Scottish Executive has regular discussions with the UK Government on a number of issues, including issues relating to the Oslo and Paris Convention for the Protection of the Marine Environment of the Northeast Atlantic (OSPAR). The UK strategy for radioactive discharges 2001-02 was published by the Department for Environment Food and Rural Affairs and the devolved administrations in July 2002. That strategy describes how the UK will comply with its agreed commitments to the OSPAR strategy for radioactive substances.

The public consultation period ended on 6 June 2003 and the Scottish Executive received 837 objections to the proposal. They have been split into six location categories:

To ask the Scottish Executive what contact the Scottish Community Renewable Initiative has had with the local community in the Gairloch area about the proposed Shieldaig hydroelectric generation scheme.
Answer
The Scottish Community Renewable Initiative advises on community and householder renewable installations, and has no locus in relation to proposed commercial ventures such as Shieldaig.

To ask the Scottish Executive what efforts have been made in recent years to progress the extension of the Eurostar train service to Glasgow.
Answer
International and European rail services are a reserved matter and as such are the responsibility of the Strategic Rail Authority. The Scottish Executive is in regular contact with the Strategic Rail Authority on a wide range of important issues.
