To ask the Scottish Executive what assessment it has made of the issues arising from the Modernising Medical Careers programme.
Answer
The Modernising Medical Careers (MMC) programme was a UK-wide initiative and was subject to an independent inquiry led by Professor Sir John Tooke in 2007. The inquiry report can be found at

Although many of the report''s recommendations were specifically directed at the UK Government and its handling of both UK-wide and England specific governance of MMC, the Scottish Government consulted on Sir John''s report in January 2008 and we sent a formal response on 27 June 2008. We agreed with Sir John''s recommendations about the governance of MMC and about developing a clearer understanding of the roles of doctors in contemporary healthcare teams. The issues behind those recommendations were being taken forward in Scotland before Sir John''s report was published and we already had robust and inclusive governance arrangements in place for both policy development and delivery in Scotland. We had also already launched a fundamental review of the shape of the medical workforce in Scotland, which is continuing. Any issues arising from MMC in Scotland are therefore being assessed and considered within the context of those governance mechanisms and of the on-going medical workforce review.

To ask the Scottish Executive whether it is supporting the dotSCOT campaign.
Answer
The Scottish Government supports the aims of the dotSCOT Campaign as the successors to the original dotSCO Campaign which submitted a petition to the Scottish Parliament in 2008.
Those aims are to establish a generic top level domain (gTLD) that will reflect Scottish identity, culture and economic promotion among a worldwide community of Internet users.

Answer
The Cabinet Secretary for Finance and Sustainable Growth hosted a meeting in St Andrew''s House for Scotnom directors and their advisers on 24 February 2009.
Officials have met with the same directors and advisers on two other occasions.

To ask the Scottish Executive what the budget is for Scottish Opera in (a) 2008-09, (b) 2009-10 and (c) 2010-11.
Answer
The budget for Scottish Opera in 2008-09 and 2009-10 is £8.459 million and £8.628 million respectively and the planned budget for 2010-11 is £8.801 million.

To ask the Scottish Executive what the increase in real terms is for the Scottish Opera budget in (a) 2008-09, (b) 2009-10 and (c) 2010-11.
Answer
Scottish Opera has received a 2% cash increase in its budget from the Scottish Government for each of the years 2008-09 and 2009-10 and also in the planned budget for 2010-11. This equates to a real terms decrease of 1.21% in 2008-09, and real terms increases of 2.50% and 3.28% in 2009-10 and 2010-11 against the 2007-08 baseline.

To ask the Scottish Executive whether it intends that the Bill that establishes Creative Scotland will include a power for ministers to give Creative Scotland directions on funding.
Answer
It is right and proper that ministers should have the power to give direction to Creative Scotland over its general functions, as with all public bodies. However, we will enshrine in legislation the arms length principle which is rightly valued by the arts community because it guarantees autonomy in respect of Creative Scotland''s artistic and cultural judgement.

To ask the Scottish Executive how Creative Scotland will realise the potential of creativity in the economy.
Answer
The Creative Industries Framework Agreement, published on 5 February 2009, sets out how Creative Scotland will work together with Scottish Enterprise, Highlands and Islands Enterprise and local authorities to deliver practical support for the creative industries. Those organisations are committed to the Framework and are now preparing implementation arrangements.
The role for Creative Scotland described in the Framework Agreement will be reflected in the relevant provisions in the Public Services Reform Bill and accompanying Policy Memorandum which will be laid before Parliament in due course. Once established, it will be for Creative Scotland to decide in detail how to implement its remit to support and grow the creative industries.
