To ask the Scottish Executive whether, with reference to Schedule 3, clause 6.4 of Contract between The Scottish Ministers and Reliance Secure Task Management Ltd for the Provision of Prisoner Escort & Court Custody Services in Scotland, it will publish the monthly report of the service provider's performance and, if so, what the format of the report will be.

The SPS and Reliance agreed thata performance summary will be agreed for each calendar month of the contract. Theperformance summary will be available for either party to publish as appropriatewithout further approval. The SPS will publish this information on its website alongsidethe contract.

To ask the Scottish Executive how many stop-and-searches were carried out on members of minority ethnic groups in each of the last three years, broken down by ethnic minority group.

This is an operational matterfor chief constables. Scottish forces started recording the ethnicity of personssubject to stop and search or stop and interview on 1 April 2004.

The contract provides for a systemof monitoring by the Scottish Prison Service and a performance payments system.The contract has been published by the Scottish Prison Service today in line withall the Freedom of Information principles including protecting public safety andthird party commercial confidentiality.

To ask the Scottish Executive why the contract for escorting prisoners was awarded to Reliance Secure Task Management Ltd and on what grounds its bid was judged to be superior to other bids received.

The contract was awarded to Reliancefollowing a procurement exercise conducted under government guidelines. Reliancecomplied with the operational requirement and had a satisfactory track record fordelivering a similar service. The price represented value for money and was affordable.
