To ask the Scottish Executive, further to the answer to question S3W-7005 by John Swinney on 6 December 2007, when the Scottish Public Pensions Agency (SPPA) dispatched the data to NHS Greater Glasgow and Clyde; when civil servants were advised that there was a potential problem, and when ministers were similarly advised.

The data were despatched on 26 October 2007. Civilservants were advised of a potential problem on 23 November. Ministers were informedon 23 November.

To ask the Scottish Executive how much it estimates it will cost to place the new Welcome to Scotland advertising logo in appropriate locations and whether it will list such locations.
Answer
Welcome to Scotland is notan advertising logo. It is a simple and straightforward welcome to those arrivingin our country. The new posters are replacing existing Scottish Government postersat Aberdeen, Dundee, Edinburgh, Glasgow, Inverness and Prestwick airports. The cost of renting the sites at the six airportsfrom August 2007 until July 2008 is £497,101.78. The cost of rental of these spacesfrom August 2006 to July 2007 was £505,502.90

Answer
Welcome to Scotland is nota slogan or a logo – it is a simple and straightforward welcome to those arrivingin our country. No money was used to develop the “Welcome to Scotland” message.The message reflects recommendations from customer research and evaluation undertakenin March 2006 and 2007. Design, printing and installation of the new airport campaigncost £125,000 from existing budgets.

In his capacity asconstituency MSP Mr Salmond spoke to Jim Mackinnon, Chief Planner following themeeting. Mr Salmond sought advice from the Chief Planner on whether it wouldstill be permissible for the officials from the Scottish Government PlanningDirectorate to meet representatives from the Trump Organization.

To ask the Scottish Executive what the legislative basis is for the decision to call in the Trump Organisation’s planning application for a golf development at the Menie Estate, subsequent to it being determined by the local planning authority.
Answer
The call-in was made underSection 46 of the Town and Country Planning (Scotland) Act 1997. As the council had yet to issue notice ofits decision on the case the application was still live at the time when it wascalled in by the Scottish Government.

To ask the Scottish Executive, with reference to the meeting between the First Minister and representatives of the Trump Organisation on 3 December 2007, whether any government resources were used (a) in advance of or (b) at the meeting.
Answer
As a result of the unusualamount of public interest in the First Minister’s travel to this meeting, the Permanent Secretary has personally considered what use was made of the Government Car Service on this occasion. He has noted that it is commonplace for civilservants, including special advisors, to travel with ministers in governmentcars, in order to assist ministers to use time spent travelling to progressgovernment business; and that it is also common for the minister’s governmentcar to convey such civil servants to their destination, where it is differentfrom the minister’s destination. He is satisfied that the use made of the Government Car Service in this case was consistent with such general practice and was bothappropriate and pragmatic.

As Mr Salmond attended themeeting in his capacity as a constituency MSP, it would be inappropriate forhim to make a statement as First Minister. Answer
Mr Salmond sought advicefrom the Chief Planner and the Head of Planning Decisions Division, in hiscapacity as MSP for Gordon on 29 and 30 November 2007. This confirmed Mr Salmond as constituency MSP was entitled torepresent properly the interests of constituents.

To ask the Scottish Executive whether it will list the occasions on which the First Minister (a) met and (b) spoke to Mr Jim Mackinnon, Chief Planner, between 20 November and 10 December 2007, also showing the matters discussed on each occasion.
Answer
The First Ministermet Mr Mackinnon to discuss the National Planning Framework on 20 November 2007and the Forth Replacement Crossing on 5 December. On 7 December they discussedby telephone the current position with a development proposal for Aviemorewhich had been the subject of enquiries to him from a number of MSPs. Mr Salmondhas only spoken to Mr Mackinnon on the question of the Menie Estate proposal inhis capacity as MSP for Gordon.
