To ask the Scottish Executive how many people (a) directly benefited from projects run by the voluntary sector with European structural funds administered by ministers in each year since 2000 and (b) are expected to benefit from such projects in each year from 2007 to 2010.
Answer
Information is not held centrally on the number of people who benefited from projects run byorganisations in specific sectors.
The last published figures inthe Annual Implementation Reports for the three ESF Programmes show that thetotal number of beneficiaries assisted by each of the European Social FundProgrammes up to December 2005 are as follows:
Objective 1 Programme: 28,678
Objective 2 Programme: 9,107
Objective 3 Programme: 250,620.
In total 288,405 beneficiarieswere assisted from 2000-05. The total isreported on as a cumulative number as many of projects run for more than oneyear.
It is not possible toestimate fully the number of beneficiaries who will benefit from projects forthe 2007-13 period, as the programme priorities and allocations will not befinalised until negotiations with the Commission have completed.

Allan Wilson One of the key principle fordeveloping future programmes has been a desire to reduce the administrative costsfor all project sponsors. However, it is not possible to quantify the extent ofany savings for projects operated by any individual sector. This will depend onthe final agreed changes in the eligibility criteria for projects, the scope ofeligible activity and final allocations, and other changes in the administrationof projects. Until the Operational Programmes have been finalised and agreed withthe European Commission, these changes cannot be specified.
One set of costs that will notincur to partners in the 2007-13 period is the voluntary management subscription.At present, all projects are invited to make such subscriptions towards paying halfthe costs of the Programme Management Executives. In the new period, the Executivewill pay this share of the costs of the new Intermediate Administration Bodies ratherthan partners. The cost to all partners of such subscriptions was £16.2 millionfor 2000-06.
