Questions and answers

Parliamentary questions can be asked by any MSP to the Scottish Government or the Scottish Parliamentary Corporate Body. The questions provide a means for MSPs to get factual and statistical information.

To ask the Scottish Government what the longest wait for a Baby Box to be delivered has been since they were introduced.

The Scottish Government’s universal Baby Box programme, the only one in the UK, opened for registration on 15 June 2017. Nationwide delivery of Baby Boxes began on 15 August 2017 for all babies born and resident in Scotland.

Where a parent has registered for a Baby Box these are dispatched by our Baby Box Managing Agent APS Group (Scotland) approximately 6 weeks prior to due date. If APS receive a late request, the Baby Box is prioritised by their system and dispatched as urgent, this would usually be the next working day. Where APS are made aware of a hidden pregnancy, premature birth or a parent has not registered, these requests are also treated as urgent and usually dispatched the next working day.

APS do not keep a record of any late issued boxes, which can happen for a number of reasons, but once confirmation of a birth and request for a box is received, a Baby Box will be dispatched the following day.

To ask the Scottish Government how much funding has been allocated to stroke care in each year since 2018-19.

The Scottish Government provides baseline funding to NHS Boards, and it is for individual Boards to determine how best to utilise this funding to meet the needs and priorities of their local populations, including stroke care. The 2023-24 Scottish Budget delivers record funding of £19 billion for Health and Social Care services.

On top of this baseline funding, the Scottish Government has provided specific funding to NHS Boards for the development of a thrombectomy service to treat ischaemic stroke: £833,000 in 2019-20, £2.4 million in 2020-21, £6.6 million in 2021-22 and £7.2 million in 2022-23.

In addition, funding to support the delivery of the Stroke Improvement Plan was £40,574 in 2018-19, £42,050 in 2019-20, £175,674 in 2020-21, £182,980 in 2021-22 and £174,489 in 2022-23. The 2023-24 budget has allocated £12.5 million in revenue spending for the further development of a national thrombectomy service and development of stroke policy.

To ask the Scottish Government what its response is to the latest statistics published by Public Health Scotland, which show that, between January 2023 and March 2023, only 48.3% of those waiting for Child and Adolescent Mental Health Services (CAMHS) in NHS Forth Valley waited between zero and 18 weeks for treatment.

We recognise that performance in NHS Forth Valley is not satisfactory. We continue to offer tailored support to Boards, including NHS Forth Valley, in the form of advice from the Scottish Government CAMHS Professional Advisor, Quality Improvement Advisor, Data Analyst and policy support. A local improvement plan is in place with the current focus being on clearing longest waits first. We are monitoring progress on this closely.

To ask the Scottish Government, in light of Public Health Scotland's recently published statistics, whether it will provide a breakdown of the reasons why 225 referrals for Child and Adolescent Mental Health Services (CAMHS) in NHS Forth Valley were not accepted between January 2023 and March 2023.

To ask the Scottish Government what assessment it has made of any clinical impact of appointment-only provisions in minor injuries units across NHS Fife.

A person can attend any minor injuries unit in NHS Fife subject to opening times, with or without an appointment.

The Scottish Government continues to work with boards to reduce pressure on hospitals through the Unscheduled Care Collaborative programme, which supports health boards to implement a range of measures to reduce waiting times and improve patient experience. Through this approach, the Redesign of Urgent Care aims to improve patient safety by scheduling urgent appointments to EDs and MIUs and avoiding unnecessary waits, however we are clear that anyone can still attend any ED or MIU without an appointment.
