To ask the Scottish Government, under the fair work conditionality for public sector grants, how it (a) assesses and (b) monitors the delivery of "appropriate channels for effective workers' voice" by grant recipients.
Answer
(a) Potential grant recipients must provide appropriate factual evidence to the relevant funder confirming that they are meeting the effective voice condition and this must be signed off by a recognised trade union(s), or other appropriate workers’ representative where there is no union recognition. Examples of effective voice are provided in our updated Fair Work First Guidance, published on 18 November 2024.

To ask the Scottish Government what specific measures are in place to verify that third sector organisations meet fair work criteria once they receive public grants.
Answer
It is the responsibility of individual grant funders to monitor a grant recipient’s compliance with the real Living Wage and effective voice conditions and its progress on the remaining five desirable Fair Work First criteria, as part of their standard grant governance, assurance and monitoring processes.

To ask the Scottish Government what its anticipated timescale is for consultations on Scotland's circular economy strategy and targets.
Answer
The development of the circular economy strategy and associated monitoring and indicator framework will be developed between now and March 2026.
A consultation for both is planned for summer 2025 with development of targets to follow the publication of the strategy and monitoring and indicator framework.
The Circular Economy (Scotland) Act was approved unanimously by Parliament in June and gives Ministers and local authorities the tools they need to achieve our ambitions for a circular economy and build on progress to date. Scotland has made good long-term progress towards reaching our circular economy ambitions with the total amount of waste going to landfill in Scotland halving over the past decade, the overall recycling rate at its highest level since records began in 2011 (62.3%) and the most recent official statistics showing Scotland met its 2025 target to reduce all waste by 15%.

To ask the Scottish Government how it has been asked to input into the UK Government's Circular Economy Task Force.
Answer
Scottish Ministers are aware that Defra Ministers are establishing a taskforce, which we understand will inform the development of a circular economy strategy across the UK Government.
While the strategy will be England-only in scope, Scottish Government officials are already engaging with UK officials on input into the development of the strategy, recognising that there may be implications for, and opportunities to align policy with, devolved governments. The Scottish Government expects the taskforce’s work, and development of our own circular economy strategy, to be a topic for discussion at a future Inter-Ministerial Group for Environment, Food and Rural Affairs.
