Information on the value of Chinese inward investments into Scotland can be found in the publicly available report Businesses in Scotland, which shows that there are currently 15 Chinese owned businesses in Scotland, with an estimated employment of 1,770 and a turnover of £1.25 billion. The Scottish Government does not carry out further analysis on inward investment by specific countries on a sectoral basis.

The Scottish Government works with its enterprise agencies to ensure robust due diligence and proper consideration of human rights is undertaken on inward investments from China as well as from any other country. Additional safeguards are provided by the National Security and Investment Act 2021, which protects against acquisitions within sensitive areas of the economy that could cause harm to the UK’s national security.

Transport Scotland do not have a specific extreme weather maintenance budget. The winter service budget for the South-West Unit was £5.69 m in 2022/23 and this covers all trunk roads in the Unit; including the A77.

Investment for A77 trunk road maintenance programmes currently indicate an allocation of £7.03m for this financial year as well as a provisional maintenance spend for 2023/24 and 2024/25 of £5.4m and £5.74m respectively.

I replied to a similar question from the member on 15 June 2022 (S6W-08828) explaining that collision data for 2022 was not available at that time. Data on fatal and non-fatal road collisions for 2022 are still being collected and provisional figures will be available in May 2023. I will therefore be able to provide an update to the members’ question at that time.

Scottish Ministers take decisions on wind farm applications that are made to them under section 36 of the Electricity Act 1989. No wind farm applications made to Scottish Ministers, under section 36 of the Electricity Act 1989, within the last two years have been refused. Two of the applications received within the last two years have been consented and three have been varied by Scottish Ministers. A further thirty nine have yet to be determined.

Wind farms that generate less than 50 megawatts of electricity do not require section 36 consent from Scottish Ministers but are instead determined by the local planning authority. Detailed Information on the determination of each wind farm application made, in the last two years, to local planning authorities is not held centrally by the Scottish Government.

The right to appeal certain decisions made by local planning authorities is an important part of the planning system. The vast majority of appeals are decided by an independent reporter from the Planning and Environmental Appeals Division (DPEA) of the Scottish Government. Of appeals referred to the DPEA in the last two years, seven have been refused, eleven have been allowed and three have yet to be determined. One appeal was withdrawn and a further three were found not to be within the jurisdiction of the DPEA to consider.

Scottish Ministers take decisions on wind farm applications that are made to them under section 36 of the Electricity Act 1989. The three most common reasons for refusing consent to a proposed wind farm, made to Scottish Ministers in the last five years, were landscape and visual impacts, impacts on the qualities of a National Park or National Scenic Area and impacts on the qualities of a wild land area.

Information on the reasons why wind farm applications were refused planning permission by local planning authorities is not held centrally by the Scottish Government.

The right to appeal certain decisions made by local planning authorities is an important part of the planning system. The vast majority of appeals are decided by an independent reporter from the Planning and Environmental Appeals Division (DPEA) of the Scottish Government. The three most common reasons for refusing an appeal relating to a proposed wind farm in the last five years were: landscape, visual and residential amenity impacts.

Scottish Ministers take decisions on wind farm applications that are made to them under section 36 of the Electricity Act 1989. There are two sites for which two or more applications, under section 36 or section 36c of the Electricity Act 1989, have been submitted in the last 5 years. Site is defined ordinarily as an area delineated in red on an application site map, within which the wind farm development will take place.

These applications have been made to vary the proposed wind farm developments which had previously been granted section 36 consent in the last 5 years. These applications are made to Scottish Ministers under section 36c of the Electricity Act 1989. If the variation is approved, it is the varied development that will be built and operated i.e. it cannot be constructed and operated in addition to the originally consented wind farm.

In the last 5 years there have also been four applications made to Scottish Ministers under section 36 of the Electricity Act 1989 to extend wind farms, which had previous applications submitted and consented in the last 5 years, by adding additional wind turbines. Some of these applications will use part of a site already consented as the wind farm they are extending.
