To ask the Scottish Government what discussions it has had with the UK Government regarding implementation of the Ivory Act 2018.
Answer
Scottish Ministers, alongside Scottish Government officials, have been in regular contact with the UK Government to bring forward legislation to implement the Ivory Act 2018 later this winter. The ban is then expected to come into force in Spring 2022.
The Scottish Government is required to obtain approval from the Scottish Parliament to proceed with proposals by Scottish Ministers to consent to the making of UK secondary legislation affecting devolved areas. I wrote to the Rural Affairs, Islands and Natural Environment Committee in September with notification of our intent to proceed with this secondary legislation. Formal consent to proceed with the legislation is then possible, once the Committee has given it due consideration.

To ask the Scottish Government whether it will provide an update on whether it still plans to sell Glasgow Prestwick Airport to the private sector.
Answer
The process to return Glasgow Prestwick Airport to the private sector continues and decisions have still to be taken in relation to the prospective sale of the business.
We have committed to updating Parliament on the sale process at the appropriate stage.

To ask the Scottish Government what its position is on non-UK military forces using Scottish airports for refuelling and other aircraft handling services.
Answer
The UK Government is responsible for determining which airline or country is allowed to operate flights into the UK and there is no role for the Scottish Government in approving any flights.

To ask the Scottish Government what its position is on Glasgow Prestwick Airport holding general agreements with the United States military.
Answer
Glasgow Prestwick Airport is operated on a commercial basis and at arm’s length from the Scottish Government, in compliance with our obligations under the Trade and Co-operation Agreement between the UK and the EU.
It is for the airport’s management team to consider all potential business opportunities to maximise the use of the assets of the airport. Handling military flights has been a key part of Prestwick’s business for decades and remains an important and specialised part of its overall offering.

To ask the Scottish Government what steps it is taking to address the reported shortage of bus drivers.
Answer
We are aware that bus operators are reporting increasing shortages of bus drivers which is affecting bus services in some areas. These shortages are linked to wider workforce pressures such as high demand for drivers in the HGV and other sectors as well as ongoing staff sickness due to COVID-19. We are working with the industry to monitor the impact on service levels and officials are also in regular contact with the Department for Transport to identify and address issues delaying licence applications and driver testing which is a reserved matter. We continue to support operators to run services despite continuing reduced demand due to the pandemic with up to £210 million in additional funding being made available since June 2020.

To ask the Scottish Government what outcomes have been achieved by the Clyde 2020 initiative since its inception in 2014, including in relation to the commitment by ministers to a process to identify a programme of measures, and to test and implement practical actions, to contribute to the renewal of the Clyde marine ecosystem.
Answer
The Clyde 2020 initiative has brought together both scientific research and practical measures to improve the marine ecosystem of the Clyde. It has achieved a range of outputs and outcomes since 2014, for example to improve the public and stakeholder understanding of current scientific evidence in the form of a Layman’s Guide, analysed scientific outputs from assessments and their impacts, and operated as a sub-group of the Clyde Marine Planning Partnership to provide scientific advice and input to the process of developing a regional marine plan for the Clyde marine region.

To ask the Scottish Government what the new remit of the Clyde 2020 initiative will be, and over what timeframe.
Answer
The Clyde 2020 initiative is currently considering their remit moving forward. As a sub-group of the Clyde Marine Planning Partnership, the partnership are drafting a proposal on how Clyde 2020 will evolve, contribute and support the Clyde marine planning process. It is anticipated that the Clyde 2020 group will play an important role in the future governance of the Clyde Marine Planning Partnership.

To ask the Scottish Government what information it has on what due diligence was carried out on Astraius prior to the memorandum of understanding being signed with Prestwick Spaceport.
Answer
Glasgow Prestwick Airport, together with its partner South Ayrshire Council, signed a memorandum of understanding with Astraius to enable horizontal space launch activity from the planned Prestwick Spaceport.
Glasgow Prestwick Airport is operated on a commercial basis and at arm’s length from the Scottish Government, in compliance with our obligations under the Trade and Co-operation Agreement between the UK and the EU. Ministers do not intervene in the commercial discussions at the airport.
It is for the airport’s management team to consider all potential business opportunities to maximise the use of the assets of the airport and build on the progress which has already been made.

To ask the Scottish Government what engagement it has had with (a) Stagecoach and (b) First Glasgow regarding the reported cancellation of bus services in the last month.
Answer
Transport Scotland officials meet bus stakeholders, including both Stagecoach and First, on a fortnightly basis. This has recently included discussion on the impact of driver shortages on service provision. Bus operators receiving emergency COVID-19 funding are contractually obliged to run a range of pre COVID mileage, any deviation from which has to be agreed with Transport Scotland. They are also required to consult and cooperate with local transport authorities as to their service plans. These terms are set out in public service contracts with operators and a model contract is available on the Transport Scotland website at: https://www.transport.gov.scot/public-transport/buses/covid-19-support-grant/
