To ask the Scottish Government whether it will support public sector employers to pilot a four-day working week.
Answer
We are committed to supporting public sector employers in improving wellbeing policies for employees, including exploring the benefits of being part of the four-day working week pilot.
The 2022-23 public sector pay policy introduces the option for employers, in discussion with trade unions, to take a multi-year, reform approach to pay. Employers pursuing this option can explore piloting a four day working week.
More detail regarding four day week pilots in the public sector will be set out in due course.

To ask the Scottish Government how much funding has been allocated to North Lanarkshire Council to build council housing in each year since 1999.
Answer
The Scottish Government Council House Build Programme was introduced in April 2009, the aim being to incentivise local authorities to build new homes. This was the first such central government support to councils in a generation.
Our allocation through the Affordable Housing Supply Programme (AHSP) is not specific to council house building but for all social landlords across the council area. The following table, however, does show the actual funding spent by North Lanarkshire Council from the AHSP for council house building between 2009/10 and 2020/21.
Financial Year | Funding provided through the AHSP £m |
2009-10 | 0.00 |
2010-11 | 0.00 |
2011-12 | 0.00 |
2012-13 | 3.200 |
2013-14 | 2.053 |
2014-15 | 4.592 |
2015-16 | 1.832 |
2016-17 | 5.200 |
2017-18 | 11.919 |
2018-19 | 5.660 |
2019-20 | 13.107 |
2020-21* | 9.668 |
Total | 57.231 |
*Funding for 2020-21 cannot be confirmed at this time as figures have not been published in the out-turn reports, and as we are currently working on the programme for 2021-22, we cannot provide this information.
A more comprehensive annual breakdown by local authority and programme type, including expenditure, is made available each year in the published Scottish Government Affordable Housing Supply Programme Out-turn Reports.

To ask the Scottish Government how many children in the Airdrie and Shotts constituency it expects will receive support from the proposed expansion of child winter heating assistance.
Answer
The proposed amendment to the Child Winter Heating Assistance regulations would expand eligibility to those young people (16 to 18) who were in receipt of the enhanced rate of the daily living component of Personal Independence Payment (PIP) for at least one day during the qualifying week. This change would also apply retrospectively to those in receipt of this rate of the PIP component during the qualifying week in 2020.
Data published by the Department for Work and Pensions for September 2020 shows that 68 people aged 16,17 or 18 living in the Scottish Parliament constituency of Airdrie and Shotts were in receipt of the enhanced rate of the daily living component of PIP. Data is not currently available for 2021.
