All eligible individuals will be offered a safe and effective vaccine that has been approved by the Medicines and Healthcare products Regulatory Agency (MHRA) and in line with Joint Committee on Vaccination and Immunisation (JCVI) advice. JCVI have consistently said that ‘simplicity is the cornerstone of a successful public health vaccination programme’ and allowing a choice of vaccine is not possible for logistical and planning reasons.

For Winter 2022, the JCVI has advised using Moderna and Pfizer bivalent vaccines that target the original and Omicron strains of Covid-19. For those with specific allergies, or conditions which contraindicate these vaccines, an alternative is available in exceptional circumstances. If an individual has concerns about a medical condition or allergy then they should highlight this to the local vaccinator who would be best placed to advise.

Social Security Scotland does not hold contingency funding. The budget for Benefit Expenditure is set against the Scottish Fiscal Commission’s forecasts. Any volatility arising from demand-led benefit expenditure is managed at a consolidated level, utilising the Scottish Government’s limited borrowing powers, as set out in the Fiscal Framework, where required.

The Sectoral Marine plan for Offshore Wind Energy was subject to a Sustainability Appraisal that included a plan-level Social and Economic Impact Assessment (SEIA). This SEIA assessed and estimated the levels of positive and negative impact of Plan Options and the plan, as a whole. The SMP-OWE did not specify the number of projects that could progress in each Plan Option and as such, the SEIA assessed the Plan Option under various development scenarios. The Sectoral Marine Plan for Offshore Wind Energy(SMP-OWE) has already carried out a Strategic Environmental Assessment (SEA) and Habitats Regulations Appraisal (HRA). The SEA and HRA assessed the potential for impact on nursery and spawning locations from the SMP-OWE and at an individual Plan Option scale.

All aspects of marine planning include engagement with the fishing sector representatives, not least of all, the planning process for offshore wind. The Scottish Government’s sectoral marine planning process, the basis for ScotWind leasing, included fisheries representatives on both plan steering groups and provided responses to the scoping and draft plan consultations. Almost all Plan options were modified based on feedback from the fishing community.

The three projects now offered Option Agreements from Crown Estate Scotland under the ScotWind clearing round are located entirely within the SMP-OWE Plan Option NE1. Adoption of the SMP-OWE and the seabed leasing round followed the delivery of a Sustainability Appraisal, which included a Social and Economic Impact Assessment (SEIA). This SEIA estimated the negative impact of the Plan Option NE1 and the SMP-OWE as a whole, based on a series of development scenarios. Through that process and direct engagement with the fishing sector, the Plan Option was reduced further to avoid overlap with fishing activity. The SMP-OWE planning process considered fisheries data through an assessment of spatial and economic data, alongside consultation and steering group information. Although the planning process attempted to minimise impact on a wide range of receptors, there remains some overlap with receptors and we would expect engagement with the fishing sector as project applications are developed to be critical to determining the ultimate footprint of any development.

Spawning and nursery grounds were a key consideration in the planning exercise for the Sectoral Marine Plan for Offshore Wind energy. Existing spatial information on the likely locations of spawning and nursery grounds were incorporated into the opportunity and constraint analysis that provided the basis for the initial identification of areas of search for the planning process. Later, when areas of search were narrowed down, the Strategic Environmental Assessment, part of the wider Sustainability Appraisal, assessed the potential for the plan to negatively impact these spawning areas and outlined suitable mitigation measures, where required. The plan highlights where this may be necessary and where further assessment maybe required at a project-level.

Following the ScotWind and clearing announcements, the Scottish Government is undertaking a review and re-assessment of the Sectoral Marine Plan for Offshore Wind Energy (SMP-OWE). As part of this process, the draft review of the SMP-OWE and associated assessments will be consulted upon in Spring/Summer 2023. The consultation is planned to last 12 weeks. Fisheries representatives will also be asked to form part of the review steering group.

There is no target timescale for the time from an application being received by Scotland’s Redress scheme and it being processed through to being complete and ready to transfer to Redress Scotland, who are the non-departmental public body which assesses and makes decisions on redress applications. The reason for not having a target time is because each application varies in complexity, with survivors and applicants requiring differing levels of support to complete the application and a dependency on other organisations to complete the required verifications around care settings and any previous relevant payments made.

We are committed to ensuring each application is reviewed by case workers within six weeks of receipt. This process identifies if further information is required or if applications are ready to allocate to a named case worker to undertake the required verification checks, ahead of seeking applicant approval to send to Redress Scotland.

We have recently recruited additional case workers and have made changes to the operating model of the scheme to ensure there is an increased focus on the case working team contacting, offering support, and progressing the applications for all applicants. Applications are now allocated to a named caseworker when the application is largely complete and approaching the stage of being ready to send to Redress Scotland for consideration. It remains the case that priority for allocation is given to applicants with a terminal illness and those over the age of 68.

Priority is given to applicants who are aged 68 or over and to those who have a terminal illness.

Many applicants to Scotland’s Redress Scheme, for a variety of reasons, require additional support in relation to practical support to complete an application, sourcing of evidence and supporting information, and also in relation to the emotional impact going through the process can have. Support is available to applicants at all stages of the process.

When additional support is required, case workers refer applicants to the Redress Support Service provided by the In-Care Survivors Alliance. The In-Care Survivors Alliance draws on its existing network of over 70 delivery partners to provide support.

The Redress Support Service can help applicants access the emotional, practical or access to records support they require. They currently have contracts with two delivery partners; Birthlink and Wellbeing Scotland, who provide additional support for applicants in accessing records.

We understand that applying for redress may bring up difficult emotions. Applicants, and potential applicants, can call the Redress Emotional Support Helpline which can be contacted on 0800 211 8403. This service provides listening ear support to those who need it while applying, or thinking about applying for redress. Applicants do not need to go through a case worker to access the helpline which is in addition to other emotional support available.

Through the Survivors of Childhood Abuse Support Fund, the Scottish Government fund 29 organisations across Scotland. These organisations support people who have suffered child abuse. They are very experienced at offering confidential support tailored to the needs of the individual.
