Welcome to the 20th meeting in 2024 of the Delegated Powers and Law Reform committee. I remind everyone to switch off, or put to silent, mobile phones and other electronic devices.

Before we begin today’s meeting, I want to put on the record an update in relation to legislative consent memorandums that the committee was considering. Following the dissolution of the United Kingdom Parliament ahead of the UK general election on 4 July this year, the bills relating to the LCMs that the committee was considering—the Tobacco and Vapes Bill and the Renters (Reform) Bill—fell. As such, the LCMs also fell, and the committee has decided that it will not undertake any further work on them.

The first item of business is a declaration of interests. In accordance with section 3 of the code of conduct, I invite Jeremy Balfour MSP to declare any interests that are relevant to the remit of the committee.
