That suggests to me that Universities Scotland is working with the university sector across the country, along with the Scottish Funding Council and the Scottish Government, to look at finding a route out of the difficulties that we have seen and then to bring everyone on board to ensure that we avoid the problems that we have seen. I am thinking in particular about the University of Dundee but perhaps also the University of Edinburgh.

Attracting people to be students has to be the future of universities. On the circumstances for home-grown students in Scotland and payment for their attendance at university, how is the system working? I know that we have a major issue with the numbers of students coming from overseas, which have fallen for reasons that we know about. Do we have the home-grown student numbers that we need? Do they look positive for the future? If universities are finding it difficult to supply the education opportunities, the numbers of people who want to go to university could fall off.

I have a question. We are talking about the funding of universities as we stand at the moment, but we have to also look a wee bit beyond that and ask what we can learn from what is happening now and what might happen with future funding.
Claire McPherson, what support and assistance are universities in total getting from the Scottish Funding Council and the Scottish Government? I want to look at not only where we are now but how we can move ahead in future and, I hope, avoid some of these problems.

My question is along the lines of what you have already answered, so I do not want to be too rambly. Your written response correctly pointed out that the regulations that were made under the Recall of MPs Act 2015 created criminal offences, but those regulations were made by UK ministers directly under powers in the 2015 act. The committee is looking at section 21 of the bill, which, as you have already said, would give powers to unnamed third parties. The Electoral Commission and the Electoral Management Board have been named. Might any other third parties be involved?

That is perfectly clear—thank you both very much for that. I just wonder about where something moves from being a breach of regulations, which are established, to someone acting in a criminal way. That seems to take it to a very different level altogether. That is what I am thinking about. Does that make any sense at all? So, if someone is elected, which is a very important position, and they do not turn up regularly enough, or that kind of thing, that would be wrong and may a breach of their duties, but at what point does that move to becoming a criminal act?
