The Official Report is a written record of public meetings of the Parliament and committees.
The Official Report search offers lots of different ways to find the information you’re looking for. The search is used as a professional tool by researchers and third-party organisations. It is also used by members of the public who may have less parliamentary awareness. This means it needs to provide the ability to run complex searches, and the ability to browse reports or perform a simple keyword search.
The web version of the Official Report has three different views:
Depending on the kind of search you want to do, one of these views will be the best option. The default view is to show the report for each meeting of Parliament or a committee. For a simple keyword search, the results will be shown by item of business.
When you choose to search by a particular MSP, the results returned will show each spoken contribution in Parliament or a committee, ordered by date with the most recent contributions first. This will usually return a lot of results, but you can refine your search by keyword, date and/or by meeting (committee or Chamber business).
We’ve chosen to display the entirety of each MSP’s contribution in the search results. This is intended to reduce the number of times that users need to click into an actual report to get the information that they’re looking for, but in some cases it can lead to very short contributions (“Yes.”) or very long ones (Ministerial statements, for example.) We’ll keep this under review and get feedback from users on whether this approach best meets their needs.
There are two types of keyword search:
If you select an MSP’s name from the dropdown menu, and add a phrase in quotation marks to the keyword field, then the search will return only examples of when the MSP said those exact words. You can further refine this search by adding a date range or selecting a particular committee or Meeting of the Parliament.
It’s also possible to run basic Boolean searches. For example:
There are two ways of searching by date.
You can either use the Start date and End date options to run a search across a particular date range. For example, you may know that a particular subject was discussed at some point in the last few weeks and choose a date range to reflect that.
Alternatively, you can use one of the pre-defined date ranges under “Select a time period”. These are:
If you search by an individual session, the list of MSPs and committees will automatically update to show only the MSPs and committees which were current during that session. For example, if you select Session 1 you will be show a list of MSPs and committees from Session 1.
If you add a custom date range which crosses more than one session of Parliament, the lists of MSPs and committees will update to show the information that was current at that time.

A wide range of things is looked at. That is very helpful.
I am not sure whether this question is for Gill Stewart or for Fiona Robertson. What role did the SQA play in the overall quality assurance process?

I have a question on the same topic for Fiona Robertson. What role did the SQA have in feeding into what that quality assurance was going to look like?

I have been a member of the education committee in previous sessions and I have not always been kind to the SQA, but I am not sure that there was an awful lot more that it could have done in the circumstances that were thrust on it on this occasion.

To be fair, the evidence that I have heard so far has been pretty good. Obviously, there are clear issues relating to the final stages, but I was wondering about the fact that we are talking about the apprenticeships being part of the end of the process. I know that the OECD did not write the report on the upper secondary assessment, but how does it see the work of integrating the foundation apprentices being best built on? How might existing mindsets be shifted to ensure that that work is easier?

Yes. I found the previous intervention highly embarrassing for the committee. The OECD is an internationally respected organisation. Oliver Mundell seems to have a conspiracy theory that the Scottish Government has power over all sorts of international bodies and that, if they do not do exactly what he wants, some conspiracy is going on. It is unacceptable for the OECD to come here in good faith, take questions and get such abuse from a member who is trying to—

I take silence as acquiescence and I congratulate Stephen Kerr on his appointment. I hand over to him to convene the rest of the meeting. Thank you, Stephen, and good luck.

The committee’s next task is to choose a convener. The procedure is explained in paper 2. The Parliament has agreed that only members of the Scottish Conservative and Unionist Party are eligible for nomination as convener. I ask for a nominee from that party.

Thank you, Oliver. I was just about to move on—you took your time in responding.

Welcome to first meeting in session 6 of the Education, Children and Young People Committee. I am the member for Glasgow Cathcart, and, as the oldest member of the committee, I have the pleasure of convening the meeting for the first two items of business. I welcome all members and I look forward to working with them over the session.
I remind everyone to switch mobile phones to silent. No apologies have been received.
Under agenda item 1, each of us should declare any interests that are relevant to the committee’s work. Background information is provided in paper 1, which is in members’ packs. I have no relevant interests to declare. I ask each member in turn to declare any interests.
