Net Zero, Energy and Transport Committee

Scottish Biodiversity Strategy

Meeting date: 6 September 2022

Mark Ruskell

I will go back to the point about delivery plans that we discussed with the first panel. The message that I got from the first panellists was that they would like the delivery plans to be effectively embedded in the strategy. Is that your position? Are you looking for more specificity in the strategy?

Are you arguing for first setting the delivery plan—for, say, freshwater or marine—and building that up into a strategy? It feels quite chicken and egg.

What would you like to see in a freshwater delivery plan?

Implementation of the Ireland/Northern Ireland Protocol

Meeting date: 30 June 2022

Mark Ruskell

On that, from the business perspective, how important is it that Stormont gets up and running again? If you take an issue such as gene editing, it is possible that there could be a distinctive position on gene editing in the European Union, a separate position at UK level and other positions in the devolved Administrations around the UK. When you are thinking about those issues, where do you place the work of Stormont and the committees of Stormont on that specific bit of scrutiny?

I find that surprising, because there were a number of pilots on road equivalent tariff, over a number of years. However, such things are difficult to predict.

Margaret, would you like to comment?

Petitions

Meeting date: 28 June 2022

Mark Ruskell

Obviously, the satellite tagging of raptors is hugely important—not least because it enables us to detect wildlife crime—but the process needs to be robust and transparent and have the confidence of all stakeholders, so I am pleased that we got a submission back from NatureScot identifying that new data-sharing protocols are now in place that perhaps were not in place when the petition was originally submitted. It believes that the data provides important oversight and that tagging is being done competently, professionally and in an open way. Police Scotland is also happy with the protocols that are in place. On that basis, I suggest that we close the petition.

We want to keep an eye on how satellite tagging is progressing in Scotland, so we might want to raise that question with NatureScot when the opportunity next arises.
