Local Government, Housing and Planning Committee

Budget Scrutiny 2025-26

Meeting date: 21 January 2025

Emma Roddick

I recognise the approval of the Visitor Levy (Scotland) Act 2024, but would you consider giving local government the power to introduce other local taxes, if that would make sense, in order to give them some flexibility?

Second homes and cruise ships have a huge impact on councils in the Highlands and Islands, and motorhomes are also near the top of the list of issues for those councils and have a negative impact. Is the Scottish Government still open to considering how a motorhome levy could be introduced?

Given how difficult the increase in employer national insurance contributions is, and given that the UK Government is being asked to fully fund it to make it possible for public services to continue, is it clear to the Scottish Government what the upsides to that policy are?

Forestry and Woodland Management in Scotland

Meeting date: 15 January 2025

Emma Roddick

The RSE report covered the fact that the Forestry Commission used to be known for building homes for forestry workers. The industry does not do that any more. I do not know whether Graeme Prest is in a place to speak to that, but I am happy to hear from anybody else who might have something to contribute on whether consideration has been given to putting housing into rural communities, in particular, and that being a potential economic and social impact from forestry.

That was helpful context, in fact. I want to explore the perception that community engagement, particularly ahead of planting projects, is not impactful and that, when people make suggestions, that does not change the outcome or the plans. What is being done, and what more could be done, to challenge that perception and to ensure that engagement is meaningful?

Housing Inquiry and Budget Scrutiny 2025-26

Meeting date: 14 January 2025

I can do. Thank you, convener and good morning, minister. It is good to see you.

I will pick up on your answer to Willie Coffey about councils where homelessness figures have reduced. Is work on-going to understand whether there has been a true reduction in homelessness, or whether people are presenting to different council areas, such as those that are experiencing the most pressure?

It would be helpful to have a bit more information about the work that goes on there.

In the draft budget for 2025-26, an increase is planned for the affordable housing supply programme. How will you prioritise where those resources are spent to have the best impact?

It will certainly be discussed in the SNP group.
