We have heard that owners and residents of properties and buildings with potentially unsafe cladding have consistently reported challenges with the remortgaging, buying, selling or insuring of their properties. What conversations have you had with lenders and insurers in the development of the bill? Are you confident that the proposed cladding assurance register will provide them with sufficient assurance?

I seek some clarification, because we have heard about what has been described as a pile of single building assessments. The assessments are just piling up and are not moving through to the remediation phase. Is that to do in part with not having the consent from everybody in the building, say, and will the legislation allow things to move forward to the remediation process?

Thank you, Ian. You have given us a broad-brush overview of things that have improved, which is great. It is good to hear that the newly recruited staff are helping you to tackle all the things that you need to do. You have highlighted what has improved, but I would be interested to hear a bit more about the challenges that remain.

My question is about the code, which we have touched on. David McKay talked about what the code is for and its legal basis, and Lorna Cole talked about the idea that it should be prepared with stakeholders. We would be interested in hearing your thoughts on what should be in the code. We have talked around that. For example, we heard from Kirsty Jenkins and Professor Cathy Dwyer about the need for animal welfare considerations in the objectives. Do we need those in the code? Ross Paton mentioned guidance on organics. I am interested in hearing what you think should be in the code.

Section 7 of the bill deals with the creation of guidance, including guidance in the code, and how ministers should use that. What are your thoughts about that?
