Education, Children and Young People Committee

Children (Care and Justice) (Scotland) Bill: Stage 1

Meeting date: 22 March 2023

Stephen Kerr

It is a general age. There are obviously individual circumstances, as you mentioned.

I put the same question to Megan Farr.

Do you want to expand a little on those concerns?

Good morning—yes, it is still morning. Thank you for being here, panel.

One of the fundamental aspects of the bill is the change in the age in the definition of a “child”. It would be useful for the committee to hear your views on that change in definition, what it does to advance better outcomes and your experience of the significance of the affected demographic.

I am sorry—I am a bit confused.

What is the evidence for the difference that that makes to outcomes?

Subordinate Legislation

Meeting date: 8 March 2023

Stephen Kerr

I hope that I am on the right instrument—I am sure that you will keep me right, minister. I have a technical question. As much as I always welcome the appearance of ministers before our committee, is there a technical reason why we could not automate this process, instead of having to go through the process when we all agree and have always all agreed with the measures?

Are school dinners covered by this instrument as well?

I will come back to that, then. I ask my question about the technical aspect.

I cannot ask a question, but I have put on record my concern. A number of grants and provisions, including those for school uniforms, are not taken up to anything like the level that they should be. We need to do a lot better at making people aware of the support for families.
