Education, Children and Young People Committee

Children (Care and Justice) (Scotland) Bill: Stage 1

Meeting date: 29 March 2023

Stephanie Callaghan

I suppose that this is a quite separate question. I noted the comment in the St Mary’s Kenmure submission that, more often than not, children are in the centre because of acute stressors, neurodevelopmental impairments and adverse childhood experiences. I would be interested in hearing from Claire Lunday the numbers on neurodevelopmental issues, if she has that information.

Claire Lunday, you have also talked about the way in which children arrive at the centre, and I was just wondering whether you can suggest any additional preparations that might be helpful to other children such as letting them see photographs and pictures of where they will be going, dimming the lights a bit, keeping the noise down and so on.

We would really welcome a further submission from you with that detail, which it would be helpful for the committee to see.

That is helpful. I will ask you about that balance in a minute. For now, I wonder whether Sheriff Mackie or Chloe Riddell wants to say something. Last week, we heard that only 14 per cent of victims respond to the offer of information. Clearly, there needs to be research into why that is, because the people we spoke to did not have the information behind that. Could the working group look into that, or should it be looked into somewhere else?

Do you feel that there is a need for a bit more research to understand why only 14 per cent of those victims respond?

I have a quick question for Jane Grant and Pamela Dudek. In its report, Audit Scotland said that it does not feel as though there has been a full reflection of the scale of the challenges and that that has had an impact. Is that accurate, or do you feel that some of the stuff had to be quite local? There were high-level targets. Was making decisions at local level helpful or unhelpful for what you wanted to do to?

The Scottish Government annual progress report back in October said that “significant progress” in delivering on the ambitions of the recovery plan had been made. Do you agree with that, or do you have some challenges in that respect?

On that point about using green spaces, do you have any examples of where girls and women have successfully worked to co-create and design such spaces and that has increased the number of girls and women who use them?

One of the things that stood out for me in the film was the fact that many girls in that long line-up said, in answer to the question about why they do not do sports, “Boys”. We have certainly heard about the comments and attitudes that lead to girls feeling embarrassed and sometimes ridiculed, which can be a huge barrier for them. How can we address that issue and change boys’ attitudes?

—to tell women about how important it is to stay active throughout their life, and about how important the impact of that on their child will be.
