The Official Report is a written record of public meetings of the Parliament and committees.
The Official Report search offers lots of different ways to find the information you’re looking for. The search is used as a professional tool by researchers and third-party organisations. It is also used by members of the public who may have less parliamentary awareness. This means it needs to provide the ability to run complex searches, and the ability to browse reports or perform a simple keyword search.
The web version of the Official Report has three different views:
Depending on the kind of search you want to do, one of these views will be the best option. The default view is to show the report for each meeting of Parliament or a committee. For a simple keyword search, the results will be shown by item of business.
When you choose to search by a particular MSP, the results returned will show each spoken contribution in Parliament or a committee, ordered by date with the most recent contributions first. This will usually return a lot of results, but you can refine your search by keyword, date and/or by meeting (committee or Chamber business).
We’ve chosen to display the entirety of each MSP’s contribution in the search results. This is intended to reduce the number of times that users need to click into an actual report to get the information that they’re looking for, but in some cases it can lead to very short contributions (“Yes.”) or very long ones (Ministerial statements, for example.) We’ll keep this under review and get feedback from users on whether this approach best meets their needs.
There are two types of keyword search:
If you select an MSP’s name from the dropdown menu, and add a phrase in quotation marks to the keyword field, then the search will return only examples of when the MSP said those exact words. You can further refine this search by adding a date range or selecting a particular committee or Meeting of the Parliament.
It’s also possible to run basic Boolean searches. For example:
There are two ways of searching by date.
You can either use the Start date and End date options to run a search across a particular date range. For example, you may know that a particular subject was discussed at some point in the last few weeks and choose a date range to reflect that.
Alternatively, you can use one of the pre-defined date ranges under “Select a time period”. These are:
If you search by an individual session, the list of MSPs and committees will automatically update to show only the MSPs and committees which were current during that session. For example, if you select Session 1 you will be show a list of MSPs and committees from Session 1.
If you add a custom date range which crosses more than one session of Parliament, the lists of MSPs and committees will update to show the information that was current at that time.

Good morning, panel, and thank you for your contributions so far. A number of respondents to the committee’s call for views said that there was a need for public engagement in relation to health and social care spending and the choices that need to be made. In general, is that a good idea? How can it be done well in order to ensure that we do not increase people’s expectations in the wrong way? I put that question to anyone who would like to come in.

The comments that you have made are very good, and I agree that these conversations are sometimes difficult, because the public think about things in a different way. The communications that I saw going out from the Scottish Government about, say, social prescribing and multidisciplinary teams, made people start to have a conversation with each other about how to do things better, so we have to do it, even if it is difficult.

I will come back on some of those points. Generally, it is felt to be a good idea to have an open and transparent conversation with the public about health and social care and how we move forward with it. However, going on your comments, it will maybe not be that easy, and it will have to be very well thought out.

The Scottish Government has avoided strikes in the national health service by negotiating pay deals for NHS staff and for trainee doctors and dentists. Scotland is the only country in the UK to have avoided strikes thus far, which is good news. How will that help the Scottish NHS and the Scottish people?

Social care staff will benefit from a pay uplift to £12 per hour, which will mean an increase of more than £2,000 a year for some staff. What difference do you anticipate that making?

During the cost of living crisis, some people are, out of necessity, having to eat highly processed food that is probably not that good for them. There has been an increase in the number of people suffering from preventable diseases such as rickets. Has the Scottish Government thought about how we will deal with that issue?

The responses also highlighted the high levels of fuel poverty, which is obviously causing issues for people who are trying to heat their homes and so on. I have read about the pilot in which doctors were prescribing heating and the real impact that that seemed to be having. Do you know of any other such pilots or services where people are thinking outside the box and are focusing not just on what needs to be done when patients present, but on how we can help to ensure that they do not have to come in in the first place?

Our inquiry is looking at the effectiveness of last year’s winter preparedness plan. How does the Government feel that the plan went? In this meeting, we have heard a lot about moving away from the notion of winter planning and moving to a whole-system approach. Is that something that the Government is going to do?
