How effective are accreditation schemes such as the Scottish business pledge, the living wage and living hours? What would make them more effective? I will put that question to Louisa Macdonell first.

The bill would permit the percentage rate to be different for different purposes or different areas in the local authority area but not for different types of accommodation. Will you outline some of the different purposes that councils might apply different rates to and why?
