Social Justice and Social Security Committee

Child Poverty and Parental Employment Inquiry

Meeting date: 14 September 2023

Marie McNair

Thank you for that assurance. The way that universal credit treats income means that claimants can quickly lose their entitlement to it, and it is a passport benefit for the Scottish child payment. Do you believe that a taper or run-on should be considered for the Scottish child payment to stop entitlement being lost?

Good morning to you, cabinet secretary, and to your officials.

I know from my constituents that the Scottish child payment is a big help when the cost of living crisis is such a difficult time for many. It is a massive investment in children, but understandably there are calls for us to increase it. Cabinet secretary, can you advise us of the Scottish Government’s position on increasing the payment?

Good morning. Are you concerned about the impact of the proposals on the levels of fuel poverty? If so, what can be done to mitigate any potential adverse effects? I asked the previous panel of witnesses a similar question, but I want to get your views on it, too.

Following on from Ivan’s questions, I note that some of the evidence that we have received has pointed to the need for the Scottish Government to review and update the private rented sector policy. Do you have a timescales for when you will publish the tenant strategy and the housing bill to introduce long-term rent control provisions?

Most of my questions were covered in the previous discussion, but I will ask one of Fionna Kell. Will you share with us any concerns that you have about possible impacts that the proposals will have on fuel poverty?

On the point about affordability of developments, will you consider additional budget support? I would be grateful if you could do so—though obviously not this morning.

Recently, one of my local housing associations raised with me concerns about the additional cost of installing air-source heat pumps, which could hold back new developments. Indeed, the Scottish Federation of Housing Associations made a similar point. Do you share that concern? Has any consideration being given to building in additional budget support?

Thank you. I will take that information back.
