1. Decision on taking business in private:

The Committee agreed to take item 6 in private.


2. Subordinate legislation:

The Committee took evidence on the Social Security (Up-rating) (Miscellaneous Amendments) (Scotland) Regulations 2025 [draft] and the Social Security Up-rating (Scotland) Order 2025 [draft] from—

Shirley-Anne Somerville, Cabinet Secretary for Social Justice, Kyle Murray, Procedural and International Policy Team Leader and Gemma MacAllister, Lawyer, Legal Directorate, Scottish Government.


3. Subordinate legislation:

S6M-16232—That the Social Justice and Social Security Committee recommends that the Social Security (Up-rating) (Miscellaneous Amendments) (Scotland) Regulations 2025 [draft] be approved.

4. Subordinate legislation:

S6M-16233—That the Social Justice and Social Security Committee recommends that the Social Security Up-rating (Scotland) Order 2025 [draft] be approved.



The motion was agreed to. The Committee agreed to delegate to the Convener finalisation of a report on the instruments.


5. Subordinate legislation:

The Committee considered the following negative instrument—
Council Tax Reduction (Miscellaneous Amendment) (Scotland) Regulations 2025 (SSI 2025/24)


The Committee agreed to make no recommendations in relation to the instrument.


6. Work programme (In Private):

The Committee considered its work programme. The Committee considered the request from the Cabinet Secretary for Social Justice to provide views to inform the Scottish Government's Tackling Child Poverty Delivery Plan 2026-31.
