1. Decisions on taking business in private:

The Committee agreed to take items 6 and 9 in private.


2. Subordinate legislation:

The Committee considered the following negative instrument—

Disability Assistance for Older People (Consequential Amendment and Transitional Provision) (Scotland) Regulations 2024 (SSI 2024/141)



The Committee agreed to make no recommendations in relation to the instrument.


3. Office of the Scottish Charity Regulator (OSCR):

The Committee took evidence from—

Marieke Dwarshuis, Board Chair, and Martin Tyson, Head of Regulation and Improvement, Office of the Scottish Charity Regulator (OSCR).

Bob Doris indicated he is a trustee of Spirit of Springburn; Paul O'Kane indicated he is a Chair of Trustees of Neilston War Memorial Association; John Mason indicated he is a trustee of the Fare Share Trust, and Jeremy Balfour indicated he is a trustee of a number of different charities.


4. Document subject to parliamentary control:

The Committee took evidence on the Proposed Revised Social Security Charter from—

Shirley-Anne Somerville, Cabinet Secretary for Social Justice and Kyle Murray, Procedural and International Policy Team Leader, Scottish Government;

David Wallace, Chief Executive, Social Security Scotland.


5. Document subject to parliamentary control:

Shirley-Anne Somerville (Cabinet Secretary for Social Justice) moved—

S6M-13481—That the Social Justice and Social Security Committee recommends that the Proposed Revised Social Security Charter be approved.

The motion was agreed to. The Committee also agreed to consider a draft report in private at a later meeting.


6. Office of the Scottish Charity Regulator (OSCR) (In Private):

The Committee considered the evidence it heard earlier under agenda item 3.


7. Housing (Scotland) Bill (In Private):

The Committee considered a further approach to the scrutiny of the Bill at Stage 1. The Committee agreed further witnesses to invite.


8. Subordinate legislation (In Private):

The Committee considered a draft report on the Carer’s Assistance (Carer Support Payment) (Scotland) Amendment Regulations 2024. The report was agreed for publication.


9. Correspondence (In Private):

The Committee considered and agreed a response to a letter from the Public Audit Committee on the Auditor General for Scotland's draft work programme.
