1. Decision on taking business in private:

The Committee agreed to take item 6 in private.


2. Subordinate legislation:

The Committee took evidence on the Social Security (Up-rating) (Miscellaneous Amendments) (Scotland) Regulations 2023 and the Social Security Up-rating (Scotland) Order 2023 from—

Ben Macpherson, Minister for Social Security and Local Government, supported by Simon Coote, Head of Cross Cutting Policy Unit, Camilo Arredondo, Solicitor and Dominic Mellan, Economic Adviser - Social Security Analysis, Forecasting and Evaluation Branch, Scottish Government.

Jeremy Balfour indicated that he is in receipt of the higher rate of the Personal Independence Payment.


3. Subordinate legislation:

Ben Macpherson (Minister for Social Security and Local Government) moved—S6M-07737—That the Social Justice and Social Security Committee recommends that the Social Security (Up-rating) (Miscellaneous Amendments) (Scotland) Regulations 2023 be approved.

The motion was agreed to without division.


4. Subordinate legislation:

Ben Macpherson (Minister for Social Security and Local Government) moved—S6M-07738—That the Social Justice and Social Security Committee recommends that the Social Security Up-rating (Scotland) Order 2023 be approved.

The motion was agreed to without division.


5. Social Security (Additional Payments) (No. 2) Bill (UK Parliament legislation):

The Committee took evidence on legislative consent memorandum LCM(S6)33 from—

Ben Macpherson, Minister for Social Security and Local Government, supported by Susan Soutar, Reserved Benefits Policy Manager and Kayleigh Blair, Solicitor, Scottish Government .

Jeremy Balfour and Pam Duncan-Glancy indicated that they are in receipt of Personal Independence Payment. 


6. Social Security (Additional Payments) (No. 2) Bill (UK Parliament legislation) (In Private):

The Committee considered the evidence heard earlier in the meeting and agreed with the recommendation of the Scottish Government that the legislative consent motion should be agreed by the Scottish Parliament. It also agreed to delegate to the Convener the drafting and publication of its report on the legislative consent memorandum.
