1. Subordinate legislation:

The Committee took evidence on the Scottish Food Commission (Appointment) Regulations 2024 [draft] from—

Mairi Gougeon, Cabinet Secretary for Rural Affairs, Land Reform and Islands, supported by Lisa Nowak, Policy Officer, Good Food Nation Team and James Hamilton, Lawyer, Scottish Government.


2. Subordinate legislation:

Mairi Gougeon, Cabinet Secretary for Rural Affairs, Land Reform and Islands moved—

S6M-12052—That the Rural Affairs and Islands Committee recommends that the Scottish Food Commission (Appointment) Regulations 2024 [draft] be approved.

The motion was agreed to.


3. Subordinate legislation:

The Committee took evidence on the Sea Fish (Prohibition on Fishing) (Firth of Clyde) Order 2024 (SSI 2024/6) from—

S6M-12276—That the Rural Affairs and Islands Committee recommends that the Sea Fish (Prohibition on Fishing) (Firth of Clyde) Order 2024 be annulled.

After debate, the motion was disagreed to by division: For 4, Against 5, Abstentions 0.


5. Subordinate legislation:

The Committee considered the following negative instrument—

Sandeel (Prohibition of Fishing) (Scotland) Order 2024 (SSI 2024/36)

The Committee agreed to make no recommendations in relation to the instrument.


6. UK subordinate legislation:

The Committee considered proposals by the Scottish Government to consent to the UK Government legislating in a devolved area as set out in the following UK statutory instrument proposals—

Retained EU Law (Revocation and Reform) Act 2023 (Revocation) Regulations 2024

Plant Health (Fees) (England) and Official Controls (Frequency of Checks) Amendments Regulations 2024

The Committee agreed that the provisions set out in the notifications should be included in the UK SIs.


7. Welfare of Dogs (Scotland) Bill(In Private):

The Committee considered a draft Stage 1 report. Various changes were agreed to, and the report was agreed for publication.
